Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 3 <br />staffs recommendation to approve BA 18-06 including the seven (7) conditions of approval and subject to the three (3) <br />attachments. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SPR 18.11: SunTrust at Lake Concord Park. A major site plan request to develop a 3,394 <br />square foot bank building, two additional building pads, and associated parking and landscaping on the 2.8 acre <br />parcel located adjacent to US Highway 17-92 and Lake Concord Park. Parcel ID: 08-21-30-5TW-0000.0040. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum dated <br />November 14, 2018 to the City of Casselberry Planning and Zoning Commission. She said staff requests the Planning and <br />Zoning Commission approve the major site plan application for the SunTrust at Lake Concord Park (SPR 18-11). She said the <br />recommendation is based on the site plan with a revision date of September 18, 2018, the findings of fact and conclusions of <br />the staff report dated November 14, 2018, and subject to the following conditions: <br />1. All Public Works issues and comments must be addressed prior to issuance of a site construction permit. <br />2. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion of the <br />project or issuance of a Certificate of Occupancy. <br />3. Three (3) 5" caliper Oak trees will be planted in Lake Concord Park and the remainder of the tree requirements <br />not planted on site shall be paid into the Tree Bank Fund prior to the issuance of the Certificate of Occupancy. <br />4. All required local, regional, state, and federal permits shall be obtained before commencement of development. <br />5. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the <br />expiration of this approval. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. <br />In response to the Commission's question, Ms. Hanna explained that the site would be pad ready for construction of <br />two (2) restaurants and some additional site work. In response to the Commission's question, Ms. Hanna explained that the <br />tree and stormwater requirements were calculated based on the entire site. <br />A brief discussion ensued regarding the lighting requirements and the drive-thru stacking. In response to the <br />Commission's question regarding limiting the construction of more fast food restaurants on this parcel, Ms. Hanna explained <br />that type of restaurant is prohibited within the Lake Concord Park Overlay District. <br />Mr. Bakalla asked the applicant to come forward. Mr. Jim Conroy, CASTO Casselberry, LLC, 9415 Boxthorn, <br />Bradenton, Florida came forward. Mr. Conroy said there would be no drive-thru restaurants on this site. He said that the pads <br />are oriented to the lake and a drive-thru would not fit on the property due to the depth of the site. <br />In response to the Commission's question, Mr. Conroy said that the bank has a remote drive-thru with a lit canopy. <br />He said that the overall parking lot is lit with 3 — 5 foot candles of average maintained illumination level with LED lights. He <br />said the drive-thru has two lanes with stacking for 12 cars. <br />
