Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 8, 2018 <br />Page 8 <br />Mr. Henson explained that this site could not accommodate any substantial development and meet all of the <br />site requirements without incorporating the entire adjacent parcel. In response to the Commission's question, Ms. <br />Hanna explained that the property to the north is currently being rezoned which required the City to notify the <br />surrounding property owners within 500 feet of the zoning change. Ms. Hanna stated that this property owner <br />received the notification and questioned the reason for the rezoning. Ms. Hanna explained to the applicant that the <br />property was not consistent with the future land use designation and it would require the zoning to be changed to <br />allow for redevelopment of the site. Ms. Hanna said the applicant decided to rezone the property so that it is <br />consistent with the future land use designation. <br />In response to the Commission's question, Ms. Hanna explained that the white area on the zoning map is <br />located in unincorporated Seminole County. In response to the Commission's question, Ms. Hanna explained that <br />staff spoke with McDonalds about rezoning their property during their site plan review to add an additional drive-thru <br />lane. She said staff is going to reach out to McDonalds to remind them about rezoning their property. <br />Mr. Henson asked the applicant to come forward. Ms. Thu Pham, 2008 Lake Howell Lane, Casselberry, <br />Florida came forward. Ms. Pham said that her and her husband own the property and operate their business from <br />that location. She said there are no plans to redevelop the property. Ms. Pham said based on the current zoning <br />map their property is the only property zoned office/residential. <br />Ms. Pham said there is a wall behind their property that is being used as a cut -through to get to Walmart. <br />Ms. Pham said that their business has been broken into three times. She said metal bars have been installed on the <br />windows and additional outside lighting has been added to the site. <br />Ms. Pham said it does not make economic sense to develop that parcel. She said at some future date the <br />property located behind her property may develop and it could potentially provide access to Walmart to eliminate the <br />cut -through traffic and the break-ins to her business, <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Ron O'Brien, 2660 Queen Mary Place, Maitland, Florida came forward to speak against the request. <br />He expressed concerns with a ten -story structure being constructed on the site.
