Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 8, 2018 <br />Page 7 <br />Ms. Emily Hanna, Development Service Manager, reviewed the information provided in staffs memorandum <br />dated August 8, 2018 to the City of Casselberry Planning and Zoning Commission. Ms. Hanna stated that the <br />current zoning of OR (Office/Residential) is not consistent with the existing future land use designation of Major <br />Thoroughfare Mixed -Use. She said the applicant has requested an amendment to the City's Official Zoning Map to <br />change the zoning designation of the parcel to PMX-HIGH (Planned Mixed -Use -High Rise) so that the zoning of the <br />property is consistent with the future land use designation. Ms. Hanna said no plans for new development or site <br />plan modification have been submitted at this time. <br />Ms. Hanna said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for ZB 18-06 to amend the Official Zoning Map from OR (Office/Residential) <br />to PMX-HIGH (Planned Mixed -Use: High Rise) for the subject property located at 2008 Lake Howell Lane. She said <br />staffs recommendation is based on the findings of fact and conclusions of the staff report dated August 8, 2018, and <br />the following findings regarding the proposed change to the Official Zoning Map: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and <br />the existing Major Thoroughfare Mixed -Use (MTMU) Future Land Use designation. <br />2. The requested zoning amendment is compatible with the surrounding mix of land uses and zoning <br />districts. <br />3. City services are available at the subject properties and will not be negatively impacted. <br />Ms. Hanna said the following documents were distributed to the Planning and Zoning Commission: <br />1. Four emails provided from residents from the community adjacent to the subject parcel that voiced <br />their concerns regarding the rezoning. <br />2. City of Casselberry rezoning application showing that the applicant requested the PMX-High <br />(Planning Mixed -Use: High Rise). <br />3. Policy FLU 1.5 Major Thoroughfare Mixed -Use Future Land Use Designation within the City's <br />Comprehensive Plan. <br />The documents are attached and made a part of the record. <br />Ms. Hanna read the following portions of FLU 1.5 in to the record: <br />(a) Policies designated Major Thoroughfare Mixed -Use shall be located on or have direct access to <br />roadways classified as arterials. <br />(e) Properties designated Major Thoroughfare Mixed -Use shall not locate non-residential portions of <br />the development adjacent to areas designated Low Density Residential. In the event of existing <br />incompatible development, substantial buffering shall be used when new development or <br />redevelopment occurs including structural setbacks, site design, and proper vehicular access <br />controls. <br />
