Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 8, 2018 <br />Page 4 <br />In response to the Commission's question regarding allowing a waiver to the Unified Land Development <br />Regulation requiring a garage or carport, Ms. Hanna explained that a variance is only used for dimensional <br />requirements in Table 2-5.4, Size and Dimension Regulations. She said the applicant is requesting a reduction to the <br />side yard setback. <br />Mr. Henson asked the applicant to come forward. Mr. David Zeroll, 530 Hibiscus Road, Casselberry, Florida <br />came forward. In response to the Commission's question regarding bringing the current building up to Code and not <br />installing a carport, Mr. Zeroll said he would still want to add the carport. In response to the Commission's question, <br />Mr. Zeroll said he would use gravel or wood chips to designate the driveway to the new carport. In response to the <br />Commission's question, Mr. Zeroll said that the old window was a double -hung window that took up most of the front <br />of the building. He said the window was deteriorating and it was replaced with a smaller window. <br />In response to the Commission's question, Ms. Hanna said that the surrounding property owners were <br />notified of the variance request and the property was posted. She said staff has not received any responses from the <br />neighbors. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address BA 18-04. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission support the variance request as presented to grant the side interior lot line setback variance, BA <br />18-04, for the property located at 530 Hibiscus Road, the motion is based upon the Planning and Zoning <br />Commission's findings of fact and conclusions, the staff report dated August 8, 2018, the four conditions of approval <br />including Attachments A -D and including the addition of "enclosed garage" that was added to conditions 1, 2 and 3. <br />Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />The next two items were discussed together. <br />Seventh Item of Business: LPA 18-11: Small -Scale Future Land Use Map Amendment for Property Located at <br />177 Anchor Road. Amending the Future Land Use Map designation from Industrial (1) to Commercial (C) for <br />the parcel located at 177 Anchor Road. <br />Eighth Item of Business: ZB 18-05: Zoning Map Amendment for Property Located at 177 Anchor Road. <br />Amending the Official Zoning Map from I (Industrial) to CS (Commercial Service) for the parcel located at 177 <br />Anchor Road <br />
