CASSELBERRY CITY COMMISSION <br />Minutes of October 22, 2018 — Regular Meeting <br />Page 13 of 16 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 86- <br />78, "ADJUSTMENT OF FLOW CHARGE FOR MASS QUANTITY WATER USES", TO <br />REFERENCE SECTION 86-192; REPEALING SECTION 86-192, "ADJUSTMENTS OF BILLS" <br />OF CHAPTER 86, UTILITIES, ARTICLE III, DIVISION 2 — RATES AND CHARGES, AND <br />REPLACING IT WITH NEW SECTION 86-1.92, "ADJUSTMENT OF WATER AND SEWER <br />BILLS" TO BETTER DELINEATE THE CITY'S AUTHORITY TO ADJUST UTILITY BILLS; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE <br />DATE." <br />Staff Presentation: Finance Director Teri Butler gave an overview of Ordinance 18-1497 which if adopted <br />will amend the utility bill adjustment policy within the City Code to allow the Customer Service Division, <br />under the City Manager's direction, to provide relief to customers affected by high billing due to <br />circumstances such as leaks, unexplained or unintended water usage and water theft by making adjustments <br />to both the water and sewer portions of the utility bill, where applicable. The policy would also provide for <br />limitations on the frequency of adjustments a customer can receive. <br />Budget Impact: There is no foreseeable impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 18- <br />1499 on first reading. <br />Audience Participation: No one came forward to address Ordinance 18-1499. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1499 on first <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />No items were presented for consideration on this agenda. <br />12.
