CASSELBERRY CITY COMMISSION
Minutes of June 18, 2018 — Special Meeting
Page 2 of 4
4. DISCUSSION & GUIDANCE ON THE QUESTION OF
RELOCATION OF THE POLICE STATION
Staff Presentation: City Manager Randy Newlon gave a PowerPoint presentation with input from Police
Chief Larry Krantz which contained the following components:
• Casselberry Police Station
• Guiding Principles for Lake Concord Park
• The Guiding Principles
• Wilshire Blvd. Property
• How is the Police Station functioning now?
• What are the physical deficiencies of the current Police Station?
• How will we grow?
• Relocating the Police Station
• Proposed Public Safety Center Response Routing
• Construction of a new Police Station
• Renovating the Police Station
• How does the City pay for this?
• Guidance Requested
Discussion: Lengthy discussion ensued between the City Commission, Mr. Newlon and Chief Krantz
relating to the feasibility of either relocating or renovating the Police Station which included: estimated
cost of renovation vs. construction of a new facility; funding options, including possible bond issue; lack
of estimated cost of renovation; repairs and maintenance done on current building; how the Police Station
gym facility was currently being utilized; how long the City had been considering possible relocation of the
Police Station; square footage needed for evidence rooms and training areas; and how long it would take
to determine a timeframe and estimated cost for renovation of the facility at its current location.
Mr. Newlon requested guidance from the City Commission as to whether there was consensus to direct
staff to begin the process of planning and implementing a move of the Police Station to the Wilshire
Boulevard property, or to instead renovate the Police Station at its current location. He advised that either
option would require that the City contract with an architect for planning purposes and he was looking for
guidance from the City Commission as to whether staff should go ahead and hire an architect to move in
one of those two directions.
Audience Participation: The following individuals came forward to address the question of relocation of
the Police Station:
Mr. Walt Bagley, 614 Doheny Way, spoke in opposition to relocating the Casselberry
Police Station to the Wilshire Blvd property, and submitted a written statement to the City
Clerk for the record specifying flaws he felt were in the presentation and discrepancies in
information being given.
Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the relocation
of the Police Station and his understanding the site would be used to construct an event
center. He also made some suggestions about remodeling of the current building.
