CASSGLBERRY CITY COMMISSION
Minutes of June 18, 2018 — Special Meeting
Page 3 of 4
3. Ms. Laura Worrell, 182 Southcot Drive, also expressed concerns about the inconsistencies
in the information presented and suggested the City Commission should take a more
thorough look at all the information before voting on the issue of whether to move the
Police Station.
4. Mr. Neil Landgrebe, 451 Lilac Road, shared the concerns expressed earlier about the
inconsistencies in the information presented and agreed that the City Commission should
look closely at the information provided by Mr. Bagley prior to making a decision, adding
that he was in favor of renovation rather than moving the Police Station.
5. Ms. Colleen Hufford, 527 Queens Mirror Circle, spoke in favor of relocating the Police
Station to Wilshire Boulevard and redevelopment of the current site as part of the City's
efforts to make a town center with a sense of place.
6. City Clerk Donna Gardner called the City Commissioners' attention to an email they had
received earlier in the day from Mr. Larry Littrell, 124 North Lost Lake Lane, voicing
opposition to relocation of the Police Station to the Wilshire Boulevard and support for
renovation of the building at the current site, which he had requested be included as part of
the Citizens' Comments portion of the meeting as he was unable to attend.
7. Mr. Bob Buckley, 239 Lake Ellen Drive, voiced concerns that if enough research as to the
exact needs and more accurate cost estimates for either renovation or relocation of the
Police Station was not done, the same mistakes which were made on the original
construction of the Police Station resulting in all the issues with the current building could
possibly be made again.
No one else came forward.
Mr. Newlon acknowledged the concerns that had been raised about inconsistencies in the contents of the
report and clarified that the estimates represented one exercise during the initial gathering of information,
and that the assumptions and estimates for construction of the new station would, of course, be different
from the actual architectural plans that would eventually come before the City Commission. He reiterated
his earlier statements that at this point staff was simply looking for guidance from the City Commission as
to what to do with the Police Station, either renovate at the current site, or construct a new facility on the
Wilshire Boulevard property.
MOTION: Commissioner Solomon moved to approve relocation of the Casselberry Police
Station to the Wilshire Boulevard property. Motion was seconded by
Commissioner Hufford.
Discussion: Further discussion ensued in which each of the Commissioners expressed their concerns and
opinions about the issue and expressed either support for relocation of the Police Station to the Wilshire
Boulevard property, renovation of the Police Station at its current site, or deferring of any action until more
research as to actual needs and estimated costs had been accomplished.
In response to questions from the City Commission, Mr. Newlon clarified that staff was requesting direction
from the Commission on whether to renovate the police station at its current location or relocate it to the
Wilshire Boulevard property, and whether to contract with an architect in either event for planning purposes
and determination of costs.
