September 14, 2018 <br />Chris Bowley, AICP <br />Community Development Director <br />City of Casselberry <br />95 Triplet Lake Drive <br />Casselberry, Florida 32707 <br />RE: Revised - Technical and Cost Proposal <br />2019 Groundwater Remediation, Sampling, and Reporting <br />Police Station Site, 4195 US Highway 17-92 <br />Casselberry, Florida 32707 <br />Brownfield Site Identification Number: BF590802001 <br />Dear Chris, <br />Based on our meeting on August 13, Cardno is providing the following revised technical <br />and cost proposal for shutting down the active remediation system and initiating four <br />quarters of post active remediation monitoring (PARM) sampling and reporting, in <br />anticipation of pursuing conditional closure of the referenced site with a restriction on <br />future groundwater use. Please note that such a groundwater restriction will also <br />provide encumbrances to future de -watering or pond construction (for instance), but <br />would not strictly prohibit them. <br />Exhibit A - <br />Amendment #3 <br />at1rit314111 tlto F€rtur <br />Cardno <br />380 Park Place Blvd <br />Suite 300 <br />Clearwater, FL 33759 <br />USA <br />Phone: +1727 5313505 <br />Fax: +1727 539 1294 <br />www.cardno.com <br />Assuming the site meets the required conditions for closure under Risk Management <br />Option (RMO) II (Chapter 62.780, F.A.C.), it is anticipated that a declaration of restrictive <br />covenant (DRC) will be developed for the property deed, and this institutional control will <br />be entered into the State institutional control registry. Cardno will work with the City to <br />develop a scope of services associated with the institutional control documentation <br />pending FDEP approval of Site closure. <br />PROPOSED SCOPE OF WORK <br />Task 1 — System Operation and Maintenance (O&M) <br />While we anticipate approval to shut the remediation system down, it will remain in <br />place and started at least every eight weeks to maintain proper working condition, in <br />case it needs to be re -started during the PARM period. Additionally, we are including <br />sufficient funding in the Remediation Equipment fees proposal to include a minimum <br />lease charge for the inactive equipment, as well as one month of active operation of <br />the system during the 2019 fiscal year, to address a potential rebound of groundwater <br />impacts after diffusion for the documented organic layer has occurred (likely after 2 or <br />3 quarters of PARM sampling). We anticipate that one month of operation will be <br />allowed without re -setting the clock on four quarters of PARM sampling.
