Chris Bowley <br />City of Casselberry <br />Page 2 <br />September 14, 2018 <br />Task 2 — Quarterly (PARM) Groundwater Monitoring (4 Events) <br />Groundwater sampling at the Site is conducted on a quarterly basis. A full round of water levels <br />is collected across the site prior to well sampling. After ambient groundwater conditions are <br />established, ten monitor wells are currently sampled in accordance with FDEP SOPS (DEP- <br />SOP-001/01) and the samples are submitted to a NELAC certified laboratory for analysis of <br />volatile organic compounds (EPA Method 8260). However, an agreement was made previously <br />with FDEP to eliminate analysis of semi -volatile organic (SVOC) compounds (EPA Method <br />8270) until the City was in a position to pursue site closure. As a result, Cardno is adding <br />SVOC sampling and analysis to this proposal to support site closure after completion of PARM <br />sampling. This proposal covers four quarterly sampling events. The initial PARM event is <br />anticipated to occur in October 2018. <br />Task 3 — Quarterly Post Active Remediation Monitoring Report Preparation <br />Cardno will evaluate quarterly groundwater monitoring data and will prepare and submit the <br />referenced PARM report to FDEP. All data will be maintained within the continually updated <br />database system and will be presented in tables and figures within the reports. In addition to <br />discussing the results and providing conclusions and recommendations, Cardno will present time <br />versus concentration graphs for all key wells and will consider these data and the groundwater <br />plume interpretations to document that the groundwater contaminant plume is stable or shrinking (a <br />requirement of RMO 11 closure). <br />Task 4 — Upgradient Well Installation <br />FDEP has informed the City that an upgradient monitor well will be required to define the extent of <br />contamination to the west of the current site, towards highway 17-92. It appears that the FDEP <br />will accept a well located within the Melody Lane right of way, west of highway 17-92. Assuming <br />that this location is acceptable, Cardno is providing a cost proposal for the installation of a 1 -inch <br />diameter pre -pack monitor well to a depth of approximately 13 feet below land surface.
