CASSELBERRY CITY COMMISSION <br />Minutes of September 10, 2018 — Regular Meeting <br />Page 7 of 16 <br />• Decrease of promotion restrictions post suspension from two years to 12 months. <br />• Addition of language for off-duty calls and compensation for such calls (consistent with City <br />policy and FLSA {Fair Labor Standards Act} requirements). <br />• Increase in Detectives clothing allowance from $100 per month to $150 per month. <br />• Amendment to Other Leaves of Absence At to be as stated in City policy. <br />• Amendment to Job Connected Disability Article to be as stated in City policy. <br />• A 5% salary adjustment effective December 30, 2018. <br />• A 5% salary adjustment effective December 29, 2019. <br />• A 5% salary adjustment effective December 27, 2020. <br />• Addition of language regarding the pro -rating of annual increases for probationary employees <br />(same as General Employees). <br />• Increase to promotion amount from 5% to 10% when being promoted from Corporal to <br />Sergeant. <br />• Increase to pay ranges as follows: Police Officer $41,000461,500, Police Corporal $42,840- <br />$64,260, Police Sergeant $49,840-74,760. <br />Overall, the proposed CBA provides provisions that protect the City from potential liability and financial <br />risk. It also provides competitive wages and benefits, maintains management rights and increases <br />management flexibility. If ratified, this agreement will be effective through September 30, 2021. <br />Budget Impact: The wage/benefit increases have been taken into consideration in the FY2019 Budget. <br />Recommendation: The City Manager and the Acting Human Resources and Risk Management Director <br />recommended approval of Resolution 18-3054. <br />Audience Participation: No one came forward to address the Commission regarding Resolution 18-3054 <br />MOTION: Commissioner Aramendia moved to approve Resolution 18-3054, as <br />presented. Motion was seconded by Commissioner Solomon. Motion carried <br />unanimously by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 18-1497 — Amending the Official Zoning Designation for Property <br />Located at 2008 Lake Howell Lane (ZB 18-06) <br />The City Clerk read Ordinance 18-1497 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM OR (OFFICE/RESIDENTIAL) TO PMX-HIGH (PLANNED <br />MIXED -USED: HIGH RISE) FOR THE PARCEL LOCATED AT 2008 LAKE HOWELL LANE, <br />CASSELBERRY, FLORIDA, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />
