Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 11, 2018 <br />Page 6 <br />split face block to match the building. A brief discussion ensued regarding the landscaping material used to screen <br />the dumpster and the width of the sidewalk in front of the building. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SPR 18-06. Mr. Lutz made a motion that the Planning and Zoning <br />Commission approve the major site plan application for the Taco Bell (SPR 18-07) based on the site plan with a <br />revision date of June 19, 2018, the findings of fact and conclusions of the staff report dated July 11, 2018, and <br />subject to the five conditions of approval outlined in the staff report including Attachments A -H. Mr. Phillips <br />seconded the motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: CU 18.12: Conditional Use for Drive-Thru Facility at Taco Bell. A conditional use <br />request to allow a drive-thru lane at the Taco Bell located at 1265 State Road 436. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated July 11, 2018, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Dean Fathelbab said staff recommends <br />the Planning and Zoning Commission approve CU 18-12, conditional use to allow the use of a drive-thru, at the <br />proposed Taco Bell fast food restaurant located 1265 State Road 436 based on the findings of fact and conclusions <br />of the staff report dated July 11, 2018, and the six conditions of approval outlined in the staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Craig Cornelison, Cornelison Engineering and <br />Design, 38039 Old 51h Avenue, Zephyrhills, Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 18-12. Mr. Lutz made a motion that the Planning and Zoning <br />Commission approve CU 18-12, conditional use to allow the use of a drive-thru, at the proposed Taco Bell fast food <br />restaurant located 1265 State Road 436 based on the findings of fact and conclusions of the staff report dated July <br />11, 2018, and the six conditions of approval outlined in the staff report. Ms. Campbell seconded the motion. The <br />motion passed unanimously by voice vote. <br />
