Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 11, 2018 <br />Page 5 <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for ZB 18-04 to amend the Official Zoning Map from I (Industrial) to CS <br />(Commercial Service) for the subject properties located along Belle Avenue. She said staffs recommendation is <br />based on the findings of fact and conclusions of the staff report dated July 11, 2018, and the three findings outlined in <br />the staff report. <br />Mr. Henson asked the applicant to come forward. Ms. Christina Tabor, 910 Belle Ave, Winter Springs, <br />Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address ZB 18-04. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for ZB 18-04 to amend the Official <br />Zoning Map from I (Industrial) to CS (Commercial Service) for the subject properties located along Belle Avenue <br />based on the findings of fact and conclusions of the staff report dated July 11, 2018, and the findings regarding the <br />proposed changes to the Official Zoning Map outlined in the staff report including Attachment B. Ms. Campbell <br />seconded the motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: SPR 18.06: Taco Bell Site Plan. A major site plan request to develop a 2,129 square <br />foot fast food restaurant with drive-thru and associated parking and landscaping at 1265 State Road 436. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated July 11, 2018, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for the Taco Bell (SPR 18-07) based on the site plan <br />with a revision date of June 19, 2018, the findings of fact and conclusions of the staff report dated July 11, 2018, and <br />subject to the five conditions of approval outlined in the staff report. <br />After a brief discussion regarding the pedestrian access on the site, Mr. Henson asked the applicant to come <br />forward. Mr. Craig Cornelison, Cornelison Engineering and Design, 38039 Old 5th Avenue, Zephyrhills, Florida came <br />forward.
