Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 11, 2018 <br />Page 4 <br />Eighth Item of Business: ZB 18.04: Zoning Map Amendment for Properties along Belle Avenue. Amending <br />the Official Zoning Map from I (Industrial) to CS (Commercial Service) for 35 parcels generally located at 910, <br />920 & 930 Belle Avenue. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated July 11, 2018, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). <br />LPA 18-09 <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 18-09 to amend the Future Land Use designation of the subject <br />properties from Industrial (1) to Commercial (C). She said staffs recommendation is based on the findings of fact and <br />conclusions of the staff report dated July 11, 2018, and the three findings regarding the proposed changes to the <br />Future Land Use Map outlined in the staff report. <br />In response to the Commission's question, Ms. Hyson said the properties have gone through the <br />development review process so there would be no change to the parking requirements. She said in the future if <br />modifications were made to a site, it could affect the parking requirements. <br />Mr. Henson asked the applicant to come forward. Ms. Christina Tabor, 910 Belle Ave, Winter Springs, <br />Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 18-09. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 18-09 to amend the Future <br />Land Use designation of the subject properties from Industrial (1) to Commercial (C) based on the findings of fact and <br />conclusions of the staff report dated July 11, 2018, and the three findings regarding the proposed changes to the <br />Future Land Use Map outlined in the staff report including Attachment A. Mr. Phillips seconded the motion. The <br />motion passed unanimously by voice vote. <br />ZB 18-04 <br />
