No one <br />came forward to address Ordinance 18-1491. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1491, <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1491 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 4-0. <br />C. Second Reading of Ordinance 18-1488 — Amending Section 2-7.28, Industrial - <br />Medium Design and Performance Guidelines (LPA 18-10) <br />The City Cleric read Ordinance 18-1488 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER II, DISTRICT AND GENERAL <br />REGULATIONS, ARTICLE V, SECTION 2-5.3, TABLE 2-5.3 LAND USE BY DISTRICT, TO <br />AMEND THE USES PERMITTED IN THE INDUSTRIAL ZONING DISTRICTS; AND <br />AMENDING ARTICLE VII, GENERAL REGULATIONS, SECTION 2-7.28, INDUSTRIAL - <br />MEDIUM DESIGN AND PERFORMANCE GUIDELINES, TO INCLUDE INDUSTRIAL AND TO <br />MODIFY LOCATIONAL CRITERIA AND DESIGN GUIDELINES; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1488 <br />was advertised in the Orlando Sentinel on Thursday, August 16, 2018. <br />Staff Presentation: Development Services Manager Emily Hanna gave an overview of Ordinance 18- <br />1488 which amends Section 2-7.28, Industrial -Medium design and performance guidelines and amending <br />Section 2-5.3, Table 2-5.3, Land Use by District to add specific uses with distance separation requirements <br />within the industrial and Industrial -Medium zoning districts. Staff is proposing the following two <br />modifications: <br />Modifying Section 2-5.3, Table 2-5.3 to include a "P" for permitted use under the Industrial <br />zoning district as it relates to the adult entertainment establishments/sexually oriented <br />businesses land use. <br />Modifying Section 2-7.28, Industrial -Medium design and performance guidelines: <br />a. Changing the name to Industrial and Industrial -Medium district distance requirements. <br />b. Removing outdated language as it relates to performance criteria for Industrial - <br />Medium zoning district. <br />c. Include a distance separation requirement for adult entertainment establishments and <br />sexually oriented businesses at a distance of 250 feet from any place of worship, park <br />or area zoned for residential uses. Distances are measured by drawing a straight line <br />from the nearest property line of the adult entertainment establishment/sexually <br />oriented business to the nearest property line of the property being used or zoned for a <br />place of worship, park or residential use. <br />The Planning & Zoning Commission, serving as the Local Planning Agency (LPA), unanimously <br />
