The proposed site plan meets the minimum parking requirements for the proposed development 212 total parking spaces are required for the development and 215 spaces are proposed to be provided. The Planning & Zoning Commission voted unanimously at its July 11, 2018 meeting to recommend approval of the proposed site plan to the City Commission, subject to the following conditions: 1. All Public Works issues and comments must be addressed prior to issuance of a site construction permit. 2. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion of the project or issuance of a Certificate of Occupancy. 3. All required local, regional, state, and federal permits shall be obtained before commencement of development. 4. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the expiration of this approval. 5. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. Staff responded to questions from the City Commission relating to complaints that had been received about the effect of the existing ballfield lighting on the adjacent properties, advising that the current lighting met City Code requirements and were not in violation. Any further complaints about the lighting will be directed to Code Compliance for investigation. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval for SPR 18-07, site plan for the Geneva School Phase II based on the revised site plan dated June 21, 2018, the Planning and Zoning Commission staff report dated July 11, 2018, and conditions of approval in the Planning and Zoning Commission staff report. Audience Participation: The following individuals came forward to address the Site Plan Approval for the Geneva School Phase II, SPR 18-07: 1. Mr. Ted Weeks, 30 Surrey Knoll, expressed concerns about the impact of the development on traffic and stated he felt residents should be able to vote on issues like this having such a large impact on the community. 2. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, spoke in opposition to approval of the site plan until the applicant complies with all the conditions of the variance and site plan that had been previously approved. 3. Mr. Richard Dixon, 251 Morton Lane, Winter Springs, spoke in opposition to approval of the site plan due to his belief that the applicant was in violation of the terms of the variance and conditional use issued for the site, specifically violations of the requirements for the sports field lighting, which were conditions of those approvals.
