CASSELBERRY CITY COMMISSION <br />Minutes of August 13, 2018 — Regular Meeting <br />Page 12 of 15 <br />landscaping requirements are being met. <br />The proposed site plan meets the minimum parking requirements for the proposed development <br />212 total parking spaces are required for the development and 215 spaces are proposed to be <br />provided. <br />The Planning & Zoning Commission voted unanimously at its July 11, 2018 meeting to recommend <br />approval of the proposed site plan to the City Commission, subject to the following conditions: <br />1. All Public Works issues and comments must be addressed prior to issuance of a site <br />construction permit. <br />2. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to <br />completion of the project or issuance of a Certificate of Occupancy. <br />3. All required local, regional, state, and federal permits shall be obtained before commencement <br />of development. <br />4. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />5. All of the above conditions shall be fully and faithfully executed or the site plan shall become <br />null and void. <br />Staff responded to questions from the City Commission relating to complaints that had been received about <br />the effect of the existing ballfield lighting on the adjacent properties, advising that the current lighting met <br />City Code requirements and were not in violation. Any further complaints about the lighting will be <br />directed to Code Compliance for investigation. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />for SPR 18-07, site plan for the Geneva School Phase II based on the revised site plan dated June 21, 2018, <br />the Planning and Zoning Commission staff report dated July 11, 2018, and conditions of approval in the <br />Planning and Zoning Commission staff report. <br />Audience Participation: The following individuals came forward to address the Site Plan Approval for <br />the Geneva School Phase II, SPR 18-07: <br />1. Mr. Ted Weeks, 30 Surrey Knoll, expressed concerns about the impact of the development <br />on traffic and stated he felt residents should be able to vote on issues like this having such a <br />large impact on the community. <br />2. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, spoke in opposition to approval of the <br />site plan until the applicant complies with all the conditions of the variance and site plan that <br />had been previously approved. <br />3. Mr. Richard Dixon, 251 Morton Lane, Winter Springs, spoke in opposition to approval of <br />the site plan due to his belief that the applicant was in violation of the terms of the variance <br />and conditional use issued for the site, specifically violations of the requirements for the <br />sports field lighting, which were conditions of those approvals. <br />
