CASSELBERRY CITY COMMISSION Minutes of July 23, 2018 — Regular Meeting Page 9 of 19 Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave an overview of Ordinance 18-1492 which amends Sections 3.04 and 4.04 of Ordinance 09-1301, Master Capital Project and Service Assessment Ordinance for consistency with Section 197.3632(6), Florida Statutes to better align with the noticing exceptions allowed per Florida Statutes. Such changes in certain circumstances would reduce the number and frequency of mailings, advertisements and public hearings needed for certain special assessments. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance 18-1492 on first reading. Audience Participation: No one came forward to address Ordinance 18-1492. MOTION: Commissioner Solomon moved to approve Ordinance 1492 on first reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. 11. PUBLIC HEARINGS A. Second Reading of Ordinance 18-1483 — Amending Article XIV Tree Protection (LPA 17-09 The City Clerk read Ordinance 18-1483 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING ARTICLE XIV, TREE PROTECTION OF THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, TO MODIFY LANGUAGE AS IT RELATES TO MEMBERS OF THE CITY TREE ADVISORY COMMITTEE, AND MODIFYING TREE BANK PAYMENT LANGUAGE; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1483 was advertised in the Orlando Sentinel on Thursday, July 12, 2018 Staff Presentation: Planner Dean Fathelbab gave an overview of Ordinance 18-1483, which amends multiple sections of Article XIV Tree Protection, of the City of Casselberry Code of Ordinances to modify language as it relates to members of the City Tree Advisory Committee (CTAC) and tree bank payments. No changes have been made to Ordinance 18-1483 since approval on first reading at the June 11, 2018 regular City Commission meeting. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 18-1483 on second reading.
