CASSELBERRY CITY COMMISSION Minutes of July 23, 2018 — Regular Meeting Page 10 of 19 Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 18-1483. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 18-1483. Mayor Glancy closed the public hearing relative to Ordinance 18-1483. MOTION: Commissioner Solomon moved to adopt Ordinance 18-1483 on second and final reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. B. Second Reading of Ordinance 18-1485 — Amending Chapter 68 Roadway and Utility Construction The City Clerk read Ordinance 18-1485 by title, as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO COMMUNICATION FACILITIES; AMENDING CHAPTER 68, "ROADWAY AND UTILITY CONSTRUCTION" OF THE CITY CODE OF ORDINANCES, BY AMENDING ARTICLE II, "CONSTRUCTION AFFECTING STREETS, RIGHTS-OF-WAY OR EASEMENTS" TO CLARIFY AND UPDATE RIGHTS-OF-WAY UTILIZATION AND PERMIT REQUIREMENTS, AND BY AMENDING ARTICLE IV, "COMMUNICATIONS RIGHTS-OF- WAY", ESTABLISHING NEW REGULATIONS FOR WIRELESS COMMUNICATION FACILITIES AND AMENDING GENERAL CRITERIA FOR COMMUNICATION FACILITIES; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1482 was advertised in the Orlando Sentinel on Thursday, July 12, 2018. Staff Presentation: Development Services Manager Emily Hanna gave an overview of Ordinance 18- 1485, which amends Chapter 68, Roadway and Utility Construction, as it relates to wireless communication facilities. No changes have been made to Ordinance 18-1485 since its approval on first reading at the June 11, 2018 regular City Commission meeting. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 18-1485 on second reading.
