CASSELBERRY CITY COMMISSION <br />Minutes of July 23, 2018 — Regular Meeting <br />Page 16 of 19 <br />Casselberry) and Allegro developments and notices had been sent out for those new properties and also <br />some other properties which had experienced small changes in area which resulted in small increases in <br />their overall fees. Other than those minor changes, this was the City's standard street light fee with no rate <br />increases proposed. In response to questions from Commissioner Hufford Dr. Brock explained that the <br />City had erred on the side of caution in including the additional parcels, as more accurate data was available <br />and the calculation for ERU's (Equivalent Residential Units) was based on area to a certain extent. He <br />added that most of the changes were minor other than the new properties having been added. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 18-3043. No one came forward to address Resolution 18-3043. Mayor <br />Glancy closed the public hearing relative to Resolution 18-3043. <br />Budget Impact: The estimated revenue from the Street Light Assessment has been proposed to be <br />budgeted in the FY 2019 Street Light Fund Special Assessments/Service Charges account #120-0000- <br />325.20-00. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 18-3043. <br />MOTION: Commissioner Solomon moved to approve Resolution 18-3043, as presented. <br />Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Tentative Tax Rate for Fiscal Year 2018/2019 <br />Staff Presentation: City Manager Randy Newlon gave a brief overview of this item and advised that on <br />July 9, 2018 the City Commission held the Budget Workshop for Fiscal Year 2019 at which time the City <br />Commission reached a consensus on a tentative millage rate for Fiscal Year 2019 of 3.0519 mills. This <br />item is now brought to the Commission for formal approval of a tentative millage rate of 3.0519 mills. <br />Upon approval the tentative millage rate will be certified to the Seminole County Property Appraiser in <br />accordance with TRIM (Truth in Millage) procedures and deadlines. <br />Budget Impact: The tentative millage rate of 3.0519 could produce a gross tax levy of $4,684,549 in <br />property taxes but will yield only $4,544,013 (97%) after taking into account early payer discounts and <br />billing and collection costs. Formal adoption will be discussed and voted on in two public hearings in <br />September. <br />Recommendation: The City Manager and the Interim Finance Director recommended approval to set the <br />tentative millage rate for FY 2019 as required by the "TRIM" (Truth in Millage) legislation at 3.0519 mills. <br />Audience Participation: No one came forward to address the Tentative Tax Rate for Fiscal Year <br />2018/2019. <br />
