CASSELBERRY CITY COMMISSION <br />Minutes of July 23, 2018 — Regular Meeting <br />Page 15 of 19 <br />recreational facilities, park land, or open space preservation areas. Proper notification of the proposed <br />zoning amendment was provided to the surrounding property owners within 500 feet and the Planning and <br />Zoning Commission, serving as the Local Planning Agency (LPA), voted unanimously at its meeting on <br />June 13, 2018 to recommend approval of this amendment to the City Commission. <br />The request to amend the official Zoning Map from I (Industrial) and I -M (Industrial -Medium) to ROS <br />(Recreation and Open space) for the subject properties is consistent with the City of Casselberry <br />Comprehensive Plan and the proposed Recreation and Open Space (ROS) Future Land Use Map <br />designation, compatible with the surrounding mix of land uses and zoning districts, and City services are <br />available at the subject properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 18-1490 on first reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1490. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1490. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1490. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1490 on first <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />G. Resolution 18-3043 — Street Lighting Final Assessment Resolution <br />The City Clerk read Resolution 18-3043 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE DELIVERY AND FUNDING OF STREET LIGHTING <br />SERVICES WITHIN THE CITY; AMENDING, RATIFYING AND CONFIRMING THE <br />PRELIMINARY RATE RESOLUTION FOR FISCAL YEAR 2018-19 AND ALL PREVIOUSLY <br />IMPOSED STREET LIGHTING ASSESSMENTS, CHARGES AND FEES; DETERMINING <br />THAT CERTAIN REAL PROPERTY IS SPECIALLY BENEFITED BY STREET LIGHTING <br />SERVICES; APPROVING THE ASSESSMENT ROLL; PROVIDING THE METHOD OF <br />COLLECTION; AND PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE <br />DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 18-3043 was advertised in <br />the Orlando Sentinel on Saturday, June 30, 2018. <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave a brief overview of <br />Resolution 18-3043, explaining that the City Commission had passed the preliminary resolution for the <br />street light fee assessment for fiscal year 2018-2019 on June l I", and the rates were not being increased. <br />He noted that several properties had been added to the rolls, including the Integra, Bainbridge (Sole at <br />
