CASSELBERRY CITY COMMISSION Minutes of July 23, 2018 — Regular Meeting Page 14 of 19 The request to amend the Future Land Use Map from Industrial (I) and Industrial -Medium (I -M) to Recreation and Open Space (ROS) for the subject properties is consistent with the City of Casselberry Comprehensive Plan, compatible with the surrounding mix of land uses and zoning districts, and City services are available at the subject properties and will not be negatively impacted. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 18-1489 on first reading. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 18-1489. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 18-1489. Mayor Glancy closed the public hearing relative to Ordinance 18-1489. MOTION: Commissioner Solomon moved to approve Ordinance 18-1489 on first reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. F. First Reading of Ordinance 18-1490 — Amending the Zoning Designation for Properties Located Along North Winter Park Drive (ZB 18-02) The City Clerk read Ordinance 18-1490 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE ZONING CLASSIFICATION OF NINE PARCELS FROM CITY OF CASSELBERRY I (INDUSTRIAL) TO CITY OF CASSELBERRY ROS (RECREATION AND OPEN SPACE) AND MODIFYING THE ZONING CLASSIFICATION OF FIVE PARCELS FROM CITY OF CASSELBERRY I -M (INDUSTRIAL MEDIUM) TO CITY OF CASSELBERRY ROS (RECREATION AND OPEN SPACE), ALL PARCELS GENERALLY LOCATED ALONG NORTH WINTER PARK DRIVE AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 18-1490 was advertised in the Orlando Sentinel on Thursday, July 12, 2018. Staff Presentation: Planner Christina Hyson gave an overview of Ordinance 18-1490, which amends the Official Zoning Map designation from I (Industrial) and I -M (Industrial -Medium) to ROS (Recreation and Open space) for fourteen (14) properties located along North Winter Park Drive. All of the properties are owned by the City of Casselberry and are currently undeveloped. The Development plans for the subject properties have not yet been established; however, the City is requesting an amendment to the Official Zoning Map to establish uniform designations that would allow for the potential future use of the sites as
