CASSELBERRY CITY COMMISSION <br />Minutes of July 23, 2018 — Regular Meeting <br />Page 13 of 19 <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 18-1488 on first reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1488. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1488. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1488. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1488 on first <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5-0. <br />E. First Reading of Ordinance 18-1489 — Amending the Future Land Use Designation <br />of Properties Located Along North Winter Park Drive (LPA 18-07) <br />The City Clerk read Ordinance 18-1489 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION OF NINE PARCELS FROM CITY OF CASSELBERRY <br />INDUSTRIAL (I) TO CITY OF CASSELBERRY RECREATION AND OPEN SPACE (ROS) AND <br />CHANGING THE FUTURE LAND USE DESIGNATION OF FIVE PARCELS FROM CITY OF <br />CASSELBERRY INDUSTRIAL MEDIUM (I -M) TO CITY OF CASSELBERRY RECREATION <br />AND OPEN SPACE (ROS), ALL PARCELS GENERALLY LOCATED ALONG NORTH <br />WINTER PARK DRIVE AND TOTALING APPROXIMATELY 13 ACRES AS DESCRIBED IN <br />SECTION I OF THIS ORDINANCE; PROVIDING FOR TRANSMITTAL OF THE PLAN <br />AMENDMENT TO THE DEPARTMENT OF ECONOMIC OPPORTUNITY; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 18-1489 <br />was advertised in the Orlando Sentinel on Thursday, July 12, 2018. <br />Staff Presentation: Planner Christina Hyson gave an overview of Ordinance 18-1489 which amends the <br />Future Land Use Map designation from Industrial (1) and Industrial -Medium (I -M) to Recreation and Open <br />Space (ROS) for fourteen (14) properties located along North Winter Park Drive. All of the properties are <br />owned by the City of Casselberry and are currently undeveloped. The Development plans for the subject <br />properties have not yet been established; however, the City is requesting an amendment to the Future Land <br />Use Map to establish uniform designations that would allow for the potential future use of the sites as <br />recreational facilities, park land, or open space preservation areas. Proper notification of the proposed <br />Future Land Use Map amendment was provided to the surrounding property owners within 500 feet and <br />the Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted unanimously at <br />its meeting on June 13, 2018 to recommend approval of this amendment to the City Commission. If <br />approved on first reading, staff will transmit the Future Land Use Map amendment to the Department of <br />Economic Opportunity (DEO) within ten (10) days of approval and once reviewed by the DEO and other <br />state agencies, a public hearing and second reading will be scheduled. <br />
