CASSELBERRY CITY COMMISSION <br />Minutes of May 14, 2018 — Regular Meeting <br />Page 14 of 18 <br />Staff Presentation: Planner Dean Fathelbab gave an overview of Ordinance 18-1484, which proposes <br />amending multiple sections of Article XVI, Signs, by adding a definition, revising language as it relates to <br />on -premises permanent window signs, amending language pertaining to on -premises temporary signs, and <br />modifying language as it relates to prohibited signs. The Planning and Zoning Commission, serving as the <br />Local Planning Agency (LPA) voted unanimously to recommend City Commission approval of Ordinance <br />18-1484 at its meeting on March 14, 2018. Staff is proposing the following modifications to four (4) <br />sections of Chapter III, Article XVI, Signs, of the Unified Land Development Regulations (ULDR): <br />1. Section 3-16.2, Definitions, will be amended to include a definition for streamer signs and <br />pennants. <br />2. Section 3-16.3, On -premises permanent sign regulations, will be amended by modifying the <br />maximum sign size of window signs. <br />3. Section 3-16.4, On -premises temporary sign regulations, will be amended by modifying a footnote <br />of Table 3-16.4 to allow each business, rather than each parcel, the ability to obtain two temporary <br />commercial signs for a period of 30 days per calendar year. The amended footnote also removes <br />streamer signs from the list of signs in which only one (1) sign of that type can be obtained at any <br />single time, and changes the 30 day limit so that the restriction on the maximum duration of display <br />applies to all temporary commercial signs rather than just banners, inflatables, and feather/streamer <br />signs. Section 3-16.4 will be further amended to include mixed-use zoning districts as an allowed <br />location for temporary trailer signs. <br />4. Section 3-16.8, Prohibited signs, will be amended so that the maximum amount of static LED signs <br />that are allowed on a premises will increase from two (2) to three (3) provided that the signs are no <br />more than 4.5 square feet with photocells that display a maximum of four (4) characters. Section <br />3-16.8 will be further amended to include streamer signs and pennants as a type of prohibited sign. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended adoption of Ordinance 18- <br />1484 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1484. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1484. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1484. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1484 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A.
