CASSELBERRY CITY COMMISSION <br />Minutes of May 14, 2018 — Regular Meeting <br />Page 13 of 18 <br />Staff Presentation: Planner Dean Fathelbab gave an overview of Ordinance 18-1480, which proposes to <br />amend the Official Zoning Map designation for eleven (11) properties located along Red Bug Lake Road <br />from Seminole County A-1 (Agriculture), Seminole County R -3A (Multiple Family Dwelling), and City of <br />Casselberry R-9 (Low Density Single -Family Residential) to City of Casselberry RMF -13 (Medium <br />Density Multifamily Residential). The Planning and Zoning Commission, serving as the Local Planning <br />Agency (LPA) unanimously voted to recommend City Commission approval of Ordinance 18-1480 at its <br />March 14, 2018 meeting. Staff finds that amending the Official Zoning Map to RMF -13 (Medium Density <br />Multifamily Residential) is: <br />1. Consistent with the City's Comprehensive Plan and the proposed Medium Density Residential <br />(MDR) Future Land Use Map designation; <br />2. Compatible with the surrounding mix of land uses and zoning districts; and <br />3. City services are available at the subject properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended adoption of Ordinance 18- <br />1480 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1480. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1480. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1480. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 18-1480 on second and <br />final reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />D. Second Reading of Ordinance 18-1484 — Amending Article XVI Signs (LPA 17- <br />J <br />The City Clerk read Ordinance 18-1484 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PORTIONS OF <br />ARTICLE XVI, SIGNS, OF CHAPTER III, PERFORMANCE CRITERIA, OF THE <br />CASSELBERRY UNIFIED LAND DEVELOPMENT REGULATIONS; AMENDING SECTION 3- <br />16.2, DEFINITIONS, TO INCLUDE A DEFINITION FOR "STREAMER SIGNS AND <br />PENNANTS"; AMENDING SECTION 3-16.3, ON -PREMISES PERMANENT SIGN <br />REGULATIONS; AMENDING SECTION 3-16.4, ON -PREMISES TEMPORARY SIGN <br />REGULATIONS AND AMENDING SECTION 3-16.8, PROHIBITED SIGNS TO CLARIFY <br />REGULATIONS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1484 <br />was advertised in the Orlando Sentinel on Thursday, May 3, 2018. <br />
