CASSELBERRY CITY COMMISSION <br />Minutes of May 14, 2018 — Regular Meeting <br />Page 11 of 18 <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1477. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1477. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1477. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1477 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Meadows. <br />Motion carried unanimously by voice vote 5-0. <br />B. Second Reading of Ordinance 18-1479 — Establishing a Future Land Use for <br />Properties Located on Red Bug Lake Road (LPA 18-05) <br />The City Clerk read Ordinance 18-1479 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM SEMINOLE COUNTY MEDIUM DENSITY <br />RESIDENTIAL TO CITY OF CASSELBERRY MEDIUM DENSITY RESIDENTIAL (MDR) FOR <br />THE NEWLY ANNEXED PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE AND <br />CHANGING THE FUTURE LAND USE DESIGNATION OF ONE PARCEL FROM CITY OF <br />CASSELBERRY LOW DENSITY RESIDENTIAL TO CITY OF CASSELBERRY MEDIUM <br />DENSITY RESIDENTIAL, ALL PARCELS GENERALLY LOCATED ALONG RED BUG LAKE <br />ROAD; PROVIDING FOR TRANSMITTAL OF THE PLAN AMENDMENT TO THE <br />DEPARTMENT OF ECONOMIC OPPORTUNITY; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1479 <br />was advertised in the Orlando Sentinel on Thursday, May 3, 2018. <br />Staff Presentation: Planner Dean Fathelbab gave an overview of Ordinance 18-1479 which proposes to <br />amend the Future Land Use Map designation for eleven (11) properties located along Red Bug Lake Road <br />from Seminole County Medium Density Residential (MDR) and City of Casselberry Low Density <br />Residential (LDR) to City of Casselberry Medium Density Residential (MDR). The Planning & Zoning <br />Commission, serving as the Local Planning Agency (LPA), unanimously voted to recommend City <br />Commission approval of Ordinance 18-1479 at its meeting on March 14, 2018. This item was transmitted <br />to the Florida Department of Economic Opportunity (DEO) and various other state agencies on March 29, <br />2018 and a letter was issued to the City of Casselberry on May 2, 2018 stating that DEO had no comments. <br />Additionally, the other state agencies provided letters of no comment. Staff finds that the request to amend <br />the Future Land Use Map to Medium Density Residential (MDR) is: <br />1. Consistent with the City's Comprehensive Plan; <br />2. Compatible with the surrounding mix of land uses and zoning districts; and <br />3. City services are available at the subject properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />
