CASSGLBCRRY CITY COMMISSION Minutes of June 11, 2018 — Regular Meeting Page 19 of 22 Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 18-1481. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 18-1481. Mayor Glancy closed the public hearing relative to Ordinance 18-1481. MOTION: Commissioner Aramendia moved to adopt Ordinance 18-1481 on second and final reading, as presented. Motion was seconded by Vice Mayor Meadows. Motion carried unanimously by voice vote 4-0. B. Second Reading of Ordinance 18-1482 — Amending Section 2-4.2 and Section 2- 8.1 of the City Code of Ordinances Relating to Major Thoroughfare Mixed Use Future Land Use (LPA 17-10) The City Clerk read Ordinance 18-1482 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 2-4.2, FUTURE LAND USE MAP DESIGNATIONS AND CORRESPONDING ZONING DISTRICTS OF THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS (ULDRs), TO REMOVE FOOTNOTE (1) AS IT RELATES TO THE MTMU FUTURE LAND USE DESIGNATION; AND AMENDING SECTION 2-8.1, PURPOSE AND INTENT OF THE CITY CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, TO REMOVE LANGUAGE AS IT RELATES TO FOOTNOTE (1); PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1482 was advertised in the Orlando Sentinel on Thursday, May 31, 2018. Staff Presentation: Chief Planner Emily Hanna gave an overview of Ordinance 18-1482 which amends Section 2-4.2 and 2-8.1 of the City Code of Ordinances, Part III, Unified Land Development Regulations (ULDR's) removing language as it relates to exemptions provided to properties that have a Future Land Use of Major Thoroughfare Mixed Use (MTMU). The changes being requested by staff are as follows: Removing footnote 1 from Section 2-4.2, Table 2-4.2 Removing language within Section 2-8.1 that references footnote 1 within Table 2-4.2. The Planning & Zoning Commission serving as the Local Planning Agency (LPA) unanimously voted to recommend approval to the City Commission at its meeting on January 11, 2018. No changes have been made to Ordinance 18-1482 since approval on first reading at the April 9, 2018 City Commission Regular Meeting. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Chief Planner recommended adoption of Ordinance 18- 1482 on second reading.
