CASSELBERRY CITY COMMISSION <br />Minutes of June 11, 2018 — Regular Meeting <br />Page 18 of 22 <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 18-1481 — Amending the Future Land Use Element <br />of the Comprehensive Plan (LPA 18-06) <br />The City Clerk read Ordinance 18-1481 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING TEXT IN FLU OBJECTIVE 1, <br />COORDINATE FUTURE LAND USE, TABLE FLU 1. LAND USE AND CORRESPONDING <br />ZONING DISTRICTS TO ADD INDUSTRIAL MEDIUM AS A CORRESPONDING ZONING <br />DISTRICT TO INDUSTRIAL FUTURE LAND USE; AMENDING FLU POLICY 1.5 MAJOR <br />THOROUGHFARE MIXED USE, REMOVING SUBSECTION L; AMENDING FLU POLICY 1.9 <br />INDUSTRIAL, ADDING PERFORMANCE STANDARDS FOR ADULT ENTERTAINMENT; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1481 <br />was advertised in the Orlando Sentinel on Thursday, May 31, 2018. <br />Staff Presentation: Chief Planner Emily Hanna gave an overview of Ordinance 18-1481. The changes <br />being requested by staff are as follows: <br />1. Modifications to Future Land Use (FLU) Objective 1: Coordinate Future Land Use, and Table <br />FLU 1. Land Use and Corresponding Zoning Districts to allow the Industrial Medium zoning <br />district to be compatible with the Industrial Future Land Use. <br />2. Modifying Policy 1.9, Industrial, to include related performance criteria for Adult <br />Entertainment establishments. <br />3. Removal of outdated language within Policy 1.5, Major Thoroughfare Mixed Use as it relates <br />to exemptions to redevelopment. <br />The Planning and Zoning Commission serving as the Local Planning Agency (LPA) unanimously voted at <br />its meeting on March 14, 2018 to recommend approval of Ordinance 18-1481 to the City Commission. The <br />City Commission approved Ordinance 18-1481 on first reading at the April 9, 2018 Regular City <br />Commission meeting and no changes have been made to the ordinance since that time. A copy of the <br />ordinance was transmitted to the Department of Economic Opportunity (DEO) and other state agencies on <br />April 17, 2017 and a letter was issued to the City on May 21, 2018 by the DEO stating it had no comments. <br />Additionally, the other state agencies provided letters of no comment. <br />Mayor Glancy left the City Commission Chambers at 5:49 p.m. <br />Mayor Glancy returned to the City Commission Chambers at 5:50 p.m. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended adoption of Ordinance 18- <br />1481 on second reading. <br />
