CASSELBERRY CITY COMMISSION <br />Minutes of January 22, 2018 — Workshop <br />Page 4 of 10 <br />eliminate the $4 million to extend the boardwalk around Lake Concord <br />Park; to eliminate $85 thousand for a pathway connection to the Art <br />house and Sunset Park as that project is already in progress and funded <br />as part of the Quail Pond Circle improvements project; to include $5 <br />million for construction of a cultural events center; and to include $200 <br />thousand for expansion of the Art House (to possibly be included as part <br />of the cultural events center project) for possible inclusion as part of a <br />bond referendum process to fund parks system enhancements. <br />After further discussion, the City Commission agreed as a whole that for the purposes of this workshop <br />the more in-depth discussions would focus only on suggested enhancements with an estimated cost of <br />$50,000 or more in order to streamline the process, and that the lower cost items would be discussed later <br />in the day or perhaps at another workshop. <br />Park Name: <br />Secret Lake Park <br />• *Re -master plan <br />• Shade structure for playground <br />• Improve internal roads and parking area <br />• Add wayfinding signage <br />• New bathroom near playground <br />• New Kiwanis pavilion <br />• Small pavilion on north side of field <br />• Add education signage concerning stormwater <br />treatment process <br />• Provide additional kayak/canoe launch <br />• Replace hardwood floors in Recreation Center <br />• Replace boardwalk <br />• Provide additional storage pavilion <br />• Redevelop field to add more multi-purpose fields <br />• Add additional multi-purpose field lights <br />Enhancements Total: <br />Service Enhancements <br />Estimated Cost: <br />$ 60,000.00 <br />$ 35,000.00 <br />$ 45,000.00 <br />$ 20,000.00 <br />$ 80,000.00 <br />$ 60,000.00 <br />$ 30,000.00 <br />$ 35,000.00 <br />$ 20,000.00 <br />$ 45,000.00 <br />$ 150,000.00 <br />$ 15,000.00 <br />$ 100,000.00 <br />$ 100.000.00 <br />$ 763,500.00 <br />Discussion: Discussion ensued which included: whether or not there was a need for re -master planning <br />this park; whether the new bathroom was in addition to the existing one; the fact that the costs estimates <br />were low and additional expenses could be expected; clarification of the addition of multi-purpose fields; <br />and the need for engineering for drainage, irrigation and parking improvements and design of multi- <br />purpose fields which would be additional costs. It was suggested that since Secret Lake Park was one of <br />the City's signature parks, all the listed projects should be included and the amount for the cost of the <br />proposed enhancements could be increased to $1 million or $1.2 million to account for the low estimates. <br />Concerns were expressed about "guestimating" at costs rather than having actual figures and it was <br />explained that until engineering was done for some projects actual costs could not be determined.
