CASSELBERRY CITY COMMISSION <br />Minutes of January 22, 2018 — workshop <br />Page 3 of 10 <br />determine what enhancements could be obtained with the suggested $20 <br />million bond amount. <br />Mayor Glancy then led discussion about the proposed service enhancements and estimated costs for each <br />of the six (6) parks identified in the Parks, Recreation and Open Spaces Master Plan for site master <br />planning, with the addition of potential development of the Northeast Industrial Park as an active park, as <br />agreed to by consensus of the City Commission at its January 8, 2018 regular meeting, as follows: <br />Park Name: <br />Service Enhancements <br />Estimated Cost: <br />Lake Concord Park <br />• Add signage (entrance & wayfinding) <br />$ 10,000.00 <br />• Install kayak/canoe launch <br />$ 20,000.00 <br />• Enhance fountain and provide features to protect it from vandalism <br />$ 50,000.00 <br />• Add additional amenities such as seating, trash receptacles, etc. <br />$ 12,000.00 <br />• Acquire properties to expand park around lake (CRA funding) <br />$ 1,500,000.00 <br />• Extend boardwalk around lake <br />$ 4,000,000.00 <br />• Expand Art House/enlarge events area <br />$ 200,000.00 <br />• Provide shade areas along boardwalk <br />$ 36,000.00 <br />• Parking structure (CRA funding) <br />$ 3,000,000.00 <br />• Provide pathway connection to Art House and Sunset Park <br />$ 85,000.00 <br />(cost divided equally between Lake Concord and Sunset Lake Parks) <br />• Cultural Center <br />$ 5.000.000.00 <br />Enhancements Total: <br />$13,933,000.00 <br />Discussion: Discussion ensued amongst the Commissioners, with input from City Manager Randy <br />Newlon, Public Works Director Mark Gisclar and Recreation Manager Linda Moore relating to proposed <br />enhancements to Lake Concord Park which included: whether suggested enhancements and costs <br />included perpetual care and maintenance; potential for some improvements and enhancements to be <br />funded by the CRA (Community Redevelopment Agency); feasibility of $4 million proposed cost for <br />extending the existing boardwalk around Lake Concord, including possible permitting issues; proposed <br />connector from U.S. Highway 17-92 to Sunset Drive and possible easement from Home Depot to create <br />loop to Veteran's Park and back to Lake Concord Park; Sunset Drive improvements; possibility of a <br />cultural events center and inclusion of Art House expansion; need for details of proposed cultural events <br />center in order to determine cost, including square footage and amenities to be included; concerns about <br />issues that could arise relating to construction of a parking structure on lakefront property; whether <br />numbers provided in reports are realistic for actual improvements; funding adequate for connector from <br />U.S. Highway 17-92 to Sunset Drive to be derived from penny sales tax in conjunction with the Mobility <br />Master Plan and would be done outside of the referendum/bond issue process; additional information <br />needed if cultural center is to be included in referendum process; possibility of additional land <br />acquisition around Quail Pond for expansion of Lake Concord Park and parking space; and the <br />possibility of future funding options. <br />CONSENSUS: The City Commission agreed by consensus for purposes of discussion to <br />
