Continued Review and Discussion on Proposed Service Enhancements for Certain Parks Mayor Glancy left the Commission Chambers at 3:04 p.m. Mayor Glancy returned to the Commission Chambers at 3: 07 p. m. Staff Presentation: Public Works Director Mark Gisclar (with input from Recreation Manager Linda Moore) gave a presentation on the six parks selected for further discussion and to which dollar values were tentatively assigned by the City Commission for park enhancements, and the possible inclusion of Lake Hodge Park, the Greenway Trail and the Casselberry Golf Club in the parks projects being considered for funding through a possible bond referendum, which included the following components: Lake Concord Park City Commission assigned tentative amount o£ 1. $ 5,000,000 for a Cultural Center 2. $ 200,000 for Art House Expansion CRA funds dedicated for land expansion and parking area are not considered in this presentation. Staff findings: Cost estimate for a 20,000 square foot Cultural Center is $7.5 million (based on $375 per square foot which would include a full kitchen and an inside venue which would accommodate 200-300 people) Cost for Art House expansion for 3000 square feet expansion is $450,000 (based on $150 per square foot, mostly to increase workshop space for art projects/classes) Secret Lake Park City Commission assigned tentative amount for all service enhancements: $ 1,500,000 Staff recommendations: • Take out existing ball fields and replace with 2 new multi-purpose fields with lights • Expand and pave parking lot on the north side • New ADA (Americans with Disabilities Act) playground equipment • Replace boardwalk • Replace small pavilion on north side and Kewanee Pavilion with octagonal structures that match • Decorative street lighting around trail loop • New restroom by playground area • New pedestrian walkway to connect north side of park to Francis Ave.
