Continued Review and Discussion on Proposed Service Enhancements for <br />Certain Parks <br />Mayor Glancy left the Commission Chambers at 3:04 p.m. Mayor Glancy returned to the Commission <br />Chambers at 3: 07 p. m. <br />Staff Presentation: Public Works Director Mark Gisclar (with input from Recreation Manager Linda Moore) <br />gave a presentation on the six parks selected for further discussion and to which dollar values were tentatively <br />assigned by the City Commission for park enhancements, and the possible inclusion of Lake Hodge Park, the <br />Greenway Trail and the Casselberry Golf Club in the parks projects being considered for funding through a <br />possible bond referendum, which included the following components: <br />Lake Concord Park <br />City Commission assigned tentative amount o£ <br />1. $ 5,000,000 for a Cultural Center <br />2. $ 200,000 for Art House Expansion <br />CRA funds dedicated for land expansion and parking area are not considered in this presentation. <br />Staff findings: <br />Cost estimate for a 20,000 square foot Cultural Center is $7.5 million (based on $375 per <br />square foot which would include a full kitchen and an inside venue which would <br />accommodate 200-300 people) <br />Cost for Art House expansion for 3000 square feet expansion is $450,000 (based on $150 per <br />square foot, mostly to increase workshop space for art projects/classes) <br />Secret Lake Park <br />City Commission assigned tentative amount for all service enhancements: <br />$ 1,500,000 <br />Staff recommendations: <br />• Take out existing ball fields and replace with 2 new multi-purpose fields with lights <br />• Expand and pave parking lot on the north side <br />• New ADA (Americans with Disabilities Act) playground equipment <br />• Replace boardwalk <br />• Replace small pavilion on north side and Kewanee Pavilion with octagonal structures that <br />match <br />• Decorative street lighting around trail loop <br />• New restroom by playground area <br />• New pedestrian walkway to connect north side of park to Francis Ave. <br />
