Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 13, 2018 <br />Page 6 <br />Mr. Henson asked for a motion to address ZB 18-03. Mr. Phillips made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for ZB 18-03 to amend the Official <br />Zoning Map from City of Casselberry PMX-H (Planned Mixed -Use: High Intensity) to City of Casselberry PMX-HIGH <br />(Planned Mixed -Use: High Rise) for the subject properties located along State Road 436 based on the findings of fact <br />and conclusions of the staff report dated June 13, 2018, and the three findings listed in the staff report including <br />Attachment A. Mr. Lutz seconded the motion. The motion passed unanimously by voice vote. <br />The next two items were discussed together. <br />Seventh Item of Business: LPA 18-07: Large Scale Future Land Use Map Amendment for City -Owned <br />Industrial Properties along N. Winter Park Drive. Amending the Future Land Use Map designation from I <br />(Industrial) and I -M (Industrial Medium) to ROS (Recreation and Open Space) for fourteen (14) City -owned <br />parcels located along N. Winter Park Drive. Parcel IDs: 04.21.30-526-0800-0000; 04-21.30-526-0000.0010; 04- <br />21-30.526.0000-0020; 04.21-30.526.0000-0030; 04-21-30-526.0000.0040; 04.21.30.526-OCOO-0000; 04-21.30- <br />511.OA00-014G; 04-21.30.526-OA00-0000; 04-21-30.526.0000-0090; 04-21-30-526-0000-0080; 04-21.30.526- <br />0000.0070; 04-21-30-526-0000-0060; 04-21-30-526-0000-0050; and 04-21-30-526.OD00.0000. <br />Eighth Item of Business: ZB 18-02: Zoning Map Amendment for City -Owned Industrial Properties along N. <br />Winter Park Drive. Parcel <br />IDs: 04-21-30-526-0600-0000; 04-21-30-526-0000.0010; 04.21.30-526-0000.0020; 04-21-30-526.0000.0030; 04- <br />21-30-526-0000-0040; 04-21.30-526.00OO.0000; 04-21-30-511.OA00.014G; 04.21-30.526-OA00-0000; 04-21.30- <br />526-0000-0090; 04.21-30.526.0000.0080; 04-21-30.526-0000-0070; 04-21.30-526-0000.0060; 04-21.30-526.0000- <br />0050; and 04-21.30-526-OD00-0000. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated June 13, <br />2018, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends the <br />Planning and Zoning Commission provide a favorable recommendation to the City Commission for LPA 18-07 to <br />amend the Future Land Use designation of the subject properties from City of Casselberry Industrial (1) and <br />Industrial -Medium (I -M) to City of Casselberry Recreation and Open Space (ROS) based on the findings of fact and <br />conclusions of the staff report dated June 13, 2018, and the three findings listed in the staff report. <br />Mr. Henson explained that the City has a massive deficiency in park and open space and the City owns the <br />property that is being converted to parks and open space. He said the Parks Board would decide how to develop the <br />land. <br />
