Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 13, 2018 <br />Page 7 <br />A general discussion ensued regarding the current and future deficit in park space and possible park options <br />for the land. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Walt Bagley, 614 Doheny Way, Casselberry, Florida came forward. Mr. Bagley said he has been a <br />resident in Casselberry over 35 years. Mr. Bagley expressed a concern that there was no commercial development <br />such as a snack bar in the area to help service the parks. Ms. Hyson explained that next month the Planning and <br />Zoning Commission would be reviewing a future land use and rezoning for property in the area to change from <br />industrial to commercial services. <br />In response to the Commission's question regarding the determination for the level of service for parks, Ms. <br />Hanna stated that information was taken from the Parks Master Plan. <br />Mr. Henson asked for a motion to address LPA 18-07. Mr. Lutz made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 18-07 to amend the Future <br />Land Use designation of the subject properties from City of Casselberry Industrial (1) and Industrial -Medium (I -M) to <br />City of Casselberry Recreation and Open Space (ROS) based on the findings of fact and conclusions of the staff <br />report dated June 13, 2018, and the following findings regarding the proposed changes to the Future Land Use Map: <br />1. The requested amendment to the Future Land Use Map is consistent with the Comprehensive Plan; <br />2. The requested amendment to the Future Land Use Map is compatible with the surrounding mix of land use <br />and zoning districts; and <br />3. City services are available and will not be negatively impacted. <br />Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />ZB 18-02 <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr, Henson asked for a motion to address ZB 18-02. Mr. Hale made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for ZB 18-02 to amend the Official Zoning <br />Map from City of Casselberry I (Industrial) and I -M (Industrial -Medium) to City of Casselberry ROS (Recreation and <br />Open Space) for the subject properties located along North Winter Park Drive based on the findings of fact and <br />
