The applicant shall provide an as -built photometric plan that conforms to the ULDR requirements prior <br />to issuance of a Certificate of Occupancy. <br />6. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion <br />of the project or issuance of a Certificate of Occupancy. <br />7. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />8. All Impact Fees to the City of Casselberry, Seminole County and others as required, along with the <br />Tree Bank Payment shall be paid prior to the issuance of a Certificate of Occupancy. <br />9. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />In response to the Commission's question regarding the parking waiver requests, Mr. Fathelbab explained <br />that the site could not accommodate the number of parking spaces required on the site due to the site constraints. <br />He said staff is in favor of the two parking waiver requests. <br />In response to the Commission's question regarding possible utilization of the parking lot adjacent to the <br />proposed development, Ms. Emily Hanna, Development Services Manager, explained that staff should not make a <br />condition of approval based on another property owner's consent for parking on their property. She said staffs goal <br />was to maximize the amount of parking on the site by reducing the parking space size. <br />In response to the Commission's question regarding the lot located between the building and the parking lot, <br />Mr. Fathelbab said the property owner is not interested in selling his property to the applicant. He said the applicants <br />hope to acquire that property in the future and integrate that parcel into future phases of development. <br />Ms. Campbell expressed a concern with the limited parking available at a medical facility. A brief discussion <br />ensued regarding the proposed landscaping for the site. Mr. Fathelbab said that the site meets the landscape <br />requirements with the exception of the mitigation to the tree bank fund. He explained that the design criteria for the <br />Community Redevelopment District and the Commercial Design Standards requires the parking to be located beside <br />or behind the primary building. <br />Mr. Henson asked the applicant to come forward. Mr. Rida Sadrack and Mr. Rami Sadrack, Axios <br />Constructions Services LLC, 2905 Lakeview Drive, Casselberry, Florida came forward. The applicant explained that <br />the building is 24,000 square feet of usable rental space. He said that the medical portion would be approximately <br />9,000 square feet that would house a primary care doctor, physical therapy, and possibly some imaging. He said the <br />remainder of the site would be used by Axios Construction Services, a personal trainer and gym with a juice bar. <br />
