Ms. Hyson said that in the future she <br />would include a photo of the site in the staff report. <br />Mr. Henson asked for a motion to address CU 18-02. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve CU 18-02 to allow a service station and fuel dispensing at 970 State Road 436 based <br />on the findings of fact and conclusions of the staff report dated February 14, 2018, and the eight (8) conditions of <br />approval outlined in the staff report including Attachments A -C. Mr. Bakalla seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eighth Item of Business: CU 18.04: 1033 State Road 436. A conditional use request to allow a fuel -dispensing <br />service station located at 1033 State Road 436. Parcel ID 21-21-30-3000-003F-0000 <br />Ms. Christina Hyson, Planner I, reviewed the information provided in staffs memorandum dated February 14, <br />2018, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends approval of <br />CU 18-04 to allow a fuel -dispensing service station at the property located at 1033 State Road 436 based on the staff <br />report dated February 14, 2018 and the ten (10) conditions outlined in the staff report. <br />A brief discussion ensued regarding the time allowed for commencing the conditional use and the impact on <br />the adjacent residential property. Ms. Emily Hanna, Chief Planner, stated that staff had an informal meeting with <br />some of the residents from Summit Village to review the site plan. She said the residents are still in negotiations with <br />Summit Plaza regarding execution of some agreements. Ms. Hanna said the residents were not opposed to the <br />Wawa locating at this site, She said the main concerns of the residents were: <br />1. Retaining a lot of the existing landscaping <br />2. Providing assistance with the maintenance of the wall <br />3. Maintaining access through the site for the residents <br />Ms. Hanna said there are still some negotiations that need to be finalized regarding the stormwater drainage <br />between the applicant, Wawa, and the Summit Village residents. A brief discussion ensued regarding the developer <br />purchasing the Florida Department of Transportation retention pond for storm retention. <br />
