Planning & Zoning Commission/ <br />Local Planning Agency <br />February 14, 2018 <br />Page 2 <br />Fifth Item of Business: Approval of Minutes for the meeting held on January 10, 2018. <br />Mr. Henson stated the Chair was open for a motion on the approval of minutes for the meeting held on <br />Wednesday, January 10, 2018. Ms. Campbell moved to accept the January 10, 2018 minutes. Mr. Van Meter <br />seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Seventh Item of Business: CU 18-02: 970 State Road 436. A conditional use request to allow a fuel - <br />dispensing service station located at 970 State Road 436. Parcel ID 21-21.30-506-OAOO.0020 <br />Mr. Henson stated that the Commission has asked staff to review the conditional use process to eliminate <br />review of items that the Commission has previously approved and the conditional use has expired. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated February 14, <br />2018, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends the <br />Planning and Zoning Commission approve CU 18-02 to allow a service station and fuel dispensing at 970 State Road <br />436 based on the staff report dated February 14, 2018, and the eight (8) conditions of approval outlined in the staff <br />report. <br />Mr. Henson asked the applicant to come forward. Mr. Peter Tawadrous, 970 State Road 436, Casselberry, <br />Florida came forward. A brief discussion ensued regarding the regulations for the environmental testing on the site <br />for the underground storage tanks. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />A brief discussion ensued regarding staff providing a current photo of the site in the staff report and the <br />landscaping requirements for the site. Ms. Hyson stated that the Code Compliance Department reviews sites that <br />have an approved landscaping plan for compliance. She said there is a current code violation on the site for <br />overgrowth that will need to be addressed by the property owner. <br />
