Planning & Zoning Commission/ <br />Local Planning Agency <br />August 9, 2017 <br />Page 6 <br />and Zoning Commission approve the major site plan application for a fuel -dispensing service station (SPR 17-06). <br />He said the recommendation would be based on the site plan dated July 21, 2017, the findings of fact and <br />conclusions of the information provided in the staff report dated August 9, 2017, and subject to the waiver and eight <br />(8) conditions of approval outlined in the staff report. <br />Addendum 2 was distributed to the Planning and Zoning Commission (a copy is attached and made a part of <br />the minutes. Mr. Fathelbab explained that a revision was made to the cover sheet to reduce the number of <br />requested waivers. <br />A brief discussion ensued regarding the traffic circulation for the delivery vehicles and fuel dispensing trucks, <br />responsibility of the wall maintenance and landscape screening for the residential area. In response to the <br />Commission's question, Mr. Fathelbab said the dumpster enclosure would be located in the northwest corner of the <br />site. <br />The traffic circulation at the entrance to the site and the elevation adjacent to the retention pond was <br />discussed. <br />Mr. Henson asked the applicant to come forward. Mr. Mike Wright and Mr. Tommy Ciserano, MMI <br />Development, 1015 State Road 436, Casselberry, Florida and Mr. Scott Kearney, real estate engineer, came <br />forward. In response to the Commission's question, Mr. Wright said Suspenders had planned to relocate to another <br />suite in the plaza but one of the owners passed away and they have decided to close the business. <br />In response to the Commission's question regarding the location of the dumpster, Mr. Ciserano said the <br />location would be located at the west — north part of the rear of the building. Mr. Ciserano stated that they are in final <br />negotiations with Florida Department of Transportation regarding the retention pond and drainage. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. James Olson, Wean & Malchow, 646 East Colonial Drive, Orlando, Florida came forward to <br />represent Summit Village residents. He said that they are not opposed to the development of the Wawa project. He <br />said they are in negotiations with Wawa regarding certain issues that have arisen because of the development such <br />
