At least half of our water bodies will receive hydrilla treatment this <br />winter. <br />We had massive loss of power to all of the City's lift stations during <br />Hurricane Irma causing a significant amount of sanitary overflow. Due to <br />the amount of rain during this time frame, there was however significant <br />dilution. Fecal coliform tests taken from our monitored water bodies post <br />Irma however did not show any levels that would have been in <br />exceedance of state swimming standards. <br />Ms. Williams stated she is working on a project to put a carp barrier at the <br />gate in Lake Kathryn. It needs to be determined if a brand new one needs <br />to be constructed or modify the current one. She would like to get more <br />carp in the lake as soon as the State allows it. Mr. Blais asked when the <br />State transfers the permit to the City for Lake Kathryn, will we have more <br />permission to put in for more carp? Ms. Williams stated that the City will <br />have the same restrictions as the Friends of Lake Kathryn, and permitting <br />allowances will be determined by FWC. The City will also need to obtain a <br />permit for the carp. Mr. Lasure asked if there were any record breaking <br />flooding in the City during the hurricane. Ms. Williams answered not that <br />she was aware of. <br />C. Educational Outreach: At the University of Central Florida — gave a "Stem <br />Talk" to the Environmental Engineering & Ecology class. Presentation at <br />Rollins College — Ecology of Environmental Issues Class (Marissa Williams' <br />Alma Mater), Springs, Swamps and Sinkhole Course. These students will <br />also participate in volunteering with a Restoration Event at Secret Lake <br />Park, which is a credited part of their class requirement. <br />D. Upcoming Events: Clean Up planned for Lake Kathryn Circle. The <br />wetland that has a lot of garbage and debris. December will be the month <br />that she is asking for Board volunteers. She will get back with the Board of <br />the scheduled date. Chairman Gonzalez volunteered. FWC was doing a <br />follow-up inspection as part of the upland grant program that we are <br />involved in. Our intention is to apply for the grant program this spring to <br />continue to receive assistance with managing the City's five dedicated <br />conservation areas. Earth Fest is being planned for April, more details to <br />come. The Fertilizer Ordinance was brought before the Commission this <br />week and the First Reading passed. Seminole County passed a Fertilizer <br />Ordinance in February, restricting all fertilizer applications to be used <br />during the summer that have nitrogen or phosphorous. The ordinance <br />also required that regarding nitrogen concentration, 50% of it must be <br />slow released. In a few years it will need to be minimum 65% slow <br />released, which will be beneficial because when it rains or moisture is <br />applied to the product it will be a slow release that will dissolve over time, <br />which will keep it from flushing into roadways and our lakes which will <br />3 <br />
