we were going to be able to address the concerns that were presented by <br />the Lake Kathryn residents at a previous meeting. Ms. Williams shared <br />that we will begin to manage in accordance with our historic routine on a <br />monthly basis, now including Lake Kathryn and other additional lakes. <br />Chairman Gonzalez shared that Lake Kathryn Estates had been sold to new <br />owners, and wanted to know how would that affect the lake management <br />process. Ms. Williams stated that it would not have any effect on lake <br />management because our management does not include the private <br />riparian shore lines, just the full lake for navigational purposes. <br />B. Aquatic Plant Management Updates: Hurricane Irma caused the water <br />level of our lakes to rise significantly. Lake Crystal Bowl was surveyed and <br />there is no treatment needed at this time. The Quintuplet Chain, set of <br />five lakes in the NE portion of the City, was surveyed for the first time in <br />years and determined to be overgrown, though staff was able to get <br />through via airboat. There were no major issues or problems. The <br />connectivity may not remain during dry water periods; our contractors will <br />do whatever they can to open up access to these lakes. Lake Yvonne has <br />hired the Lake Doctors to manage the shorelines and spraying some open <br />water areas. A few years ago, it had a lot of hydrilla, but it has mostly <br />cleared up. We need access to Lake Tony. Staff is currently seeking a <br />resident that lives on that lake so that we can gain access. The list that the <br />Board historically reviewed of lakes that staff would now incorporate in <br />our management programs was missing a water body; Plaza Oval. We do <br />not have access to this lake yet. A survey of Lake Kathryn provided better <br />conditions than expected. Primarily hydrilla regrowth around the <br />perimeter, but not in deep water areas. Our budget year looks good <br />considering the current monitoring results of our lakes. The cooler water <br />temperatures, during a contact herbicide treatment, give a better effect <br />for the treatment. The Triplet Chain, Secret Lake, and Lake Kathryn will <br />need a perimeter hydrilla treatment. Will need to send some samples of <br />hydrilla to be tested to make sure that we do not have any resistant <br />issues. Something that we did not discuss previously, is that the City is <br />required to have permits from the Florida Fish and Wildlife Conservation <br />Commission to control aquatic plants on all water bodies that are over ten <br />acres. Most of our new lakes are under this threshold, except Lake <br />Kathryn, it is much larger than ten acres. Ms. Williams would like to <br />discuss with the Friends of Lake Kathryn organization to transfer their <br />permit to the City. Mr. Blais stated that he is on the Board for the Friends <br />of Lake Kathryn organization and he gives the City permission, on behalf of <br />the Board, to receive the transferred permits. Ms. Williams appreciated <br />the support and stated that she will need to get some type of written <br />approval after she informs our Regional Biologist from FWC. Lake Tony <br />and Trout Lake will need to apply for a permit. Lake Lotus is near Trout <br />Lake and the City recently purchased a property near this area. There will <br />be dedicated access to this area in the near future. Lake Ellen is not <br />currently accessible. If anyone knows anyone that lives in that area that <br />2 <br />
