Community Redevelopment Agency Minutes
April 23, 2018
Ms. Solomon said she was in favor of relocating the Police Station and developing an event center on the
site. She said the event center is a more expensive option but felt that in the long run it would save money and it
would be the best option for our residents, artist etc. Ms. Solomon said that there are currently a number of vacant
commercial sites in the City and adding more commercial redevelopment could possibly increase the number of
vacant sites.
Mr. Hufford expressed a concern with turning the property over to a private developer and the developer not
moving forward with the development. In response to Mr. Hufford's question, Mr. Newlon said the City's commercial
developer signed a lease with SunTrust for the corner of US Highway 17/92 and Triplet Lake Drive. He said
attracting restaurants to Casselberry has been a very frustrating process. He said that the City's commercial
developer plans to exercise their option for the additional site before the expiration of the option.
A discussion ensued regarding the value of the medical option for the City, feasibility of redeveloping the
site for commercial uses and the funding of the parking garage.
Mr. Meadows said that he was not in favor of redeveloping the site for commercial uses and he still has
questions on the event center option.
Mr. Aramendia clarified that the City is not considering consolidating the Police Department with Seminole
County. He said it is an opportunity to build a Police Station and a Fire Station on the Wilshire property.
In response to the Board's question, Mr. Adams explained that the data presented takes into account
disposable income.
Ms. Glancy asked for public comment. Mr. Sadri Faramarz, 177 Anchor Road, Casselberry, Florida came
forward. Mr. Faramarz said he purchased 177-189 Anchor Road in 2016. He said the property had been vacant for
many years. He said that he has had several people interested in renting his property but due to the amount of time
to receive approvals from the City, the potential tenants decide not to rent from him. He said he currently has a party
interested in renting his property for a meat processing use; however, that use is prohibited in the Community
Redevelopment District (CRD). Mr. Faramarz said the proposed use is very similar to a bakery, which could be
allowed in the CRD.
