She said the City received <br />an unmodified opinion, which is the highest opinion the City could receive on the financial statements. <br />Ms. Glancy asked for a motion for the approval of the ratification of invoices and the Finance Report. Ms. <br />Solomon made a motion to approve the ratification of invoices and the Finance Report as presented. Mr. Aramendia <br />seconded the motion. The motion passed unanimously by voice vote. <br />Fourth Item of Business: ACI Architects - Presentation. <br />Mr. Randy Newlon, City Manager, stated that is has long been the idea that building the Police Station on <br />the current site was a poor decision and that the site could be utilized for something better. He said in an effort to try <br />to make a determination on that decision, ACi Architects were hired to assist with some visioning sessions to <br />determine other possible uses for the site. <br />He said on February 26, 2018, the CRA reviewed the option of constructing a major cultural event center on <br />the site for a destination that the City could use and operate. He said there were some outstanding questions after <br />that presentation. <br />Mr. Newlon said today's meeting is to look at options for commercial redevelopment on the site that would <br />complement the park and the space that the City has created. <br />Mr. Newlon introduced Mr. Larry Adams and Ms. Caroline Arragoni, ACi, 955 North Pennsylvania Avenue, <br />Winter Park, Florida to the Board. Mr. Adams reviewed a PowerPoint presentation for the feasibility of new <br />commercial redevelopment for the Police Station site (a copy is attached and made a part of the minutes). The <br />PowerPoint presentation recapped Option 1 — Event Center and Option2 — New Commercial Development. <br />Mr. Newlon said today's presentation provides possible alternative uses for the Police Station site that may <br />be accomplished if it was decided to repurpose the site. He said the city acquired 5 acres on Wilshire Boulevard for <br />the possibility of relocating the Police Department. He said the City does not have a natural downtown to attract <br />people to showcase the City. <br />Mr. Newlon said the Board would eventually be asked if the Police Station site should be redeveloped; <br />however, more information is needed to make that decision. Mr. Newlon stated it would cost approximately $7 million <br />to relocate the Police Station. <br />
