Ordinance 18-1478 — Voluntary Annexation of Properties Located on Red Bug <br />Lake Road <br />The City Clerk read Ordinance 18-1478 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND INCLUDING <br />WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, CERTAIN <br />LANDS LOCATED IN SECTION 22, TOWNSHIP 21, RANGE 30 AND SECTION 21, TOWNSHIP <br />21, RANGE 30; REDEFINING THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, <br />FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND DEVELOPMENT <br />REGULATIONS; PROVIDING THAT EFFECTIVE IN ACCORDANCE WITH LAW THE <br />PROPERTY TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD <br />VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE <br />ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF STATE OF THE <br />STATE OF FLORIDA; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff Presentation: Planner Dean Fathelbab stated Ordinance 18-1478 provides for voluntary annexation <br />of ten parcels of land located along Red Bug Lake Road just south of the lighted intersection of Eagle <br />Circle, comprised of approximately 27.34 acres. The current owner of the subject parcels is Mayflower <br />Retirement Center, Inc. The subject parcels have a Seminole County future land use designation of Medium <br />Density Residential and a zoning designation of R -3A (multi -family) and A-1 (agriculture). The parcels <br />proposed for annexation are contiguous to the municipal boundary of Casselberry, are well defined and are <br />a compact area, are not included within the boundary of any other municipality, and do not create an <br />enclave. <br />Mr. Fathelbab advised that pursuant to the Section 171.004, Florida Statutes, Seminole County was notified <br />of the City's intent to annex the subject parcels on February 1, 2018. He stated that if approved on first <br />reading, a Notice of Public Hearing advertisement would be placed in the Orlando Sentinel for two <br />consecutive weeks (March 15, 2018 and March 22, 2018) prior to the City Commission public hearing and <br />second reading on March 26, 2018. He further advised that once the properties were annexed into the City, <br />they would be provided a City future land use and zoning designation similar to the adjacent properties. <br />
