CASSELBERRY CITY COMMISSION <br />Minutes of March 26, 2018 — Regular Mecting <br />Page 7 of 12 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM SEMINOLE COUNTY MEDIUM DENSITY <br />RESIDENTIAL TO CITY OF CASSELBERRY MEDIUM DENSITY RESIDENTIAL (MDR) FOR <br />THE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE AND CHANGING THE <br />FUTURE LAND USE DESIGNATION OF ONE PARCEL FROM LOW DENSITY RESIDENTIAL <br />TO MEDIUM DENSITY RESIDENTIAL, ALL PARCELS BEING LOCATED ALONG RED BUG <br />LAKE ROAD; PROVIDING FOR TRANSMITTAL OF THE PLAN AMENDMENT TO THE <br />DEPARTMENT OF ECONOMIC OPPORTUNITY; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public I-learing relative to first reading of Ordinance 18-1479 <br />was advertised in the Orlando Sentinel on Thursday, March 15, 2018. <br />Staff Presentation: Planner Dean Fathelbab gave a brief overview of Ordinance 18-1479, explaining that <br />if approved, it would amend the future land use map designation for 1 I properties located south of the <br />intellection of Red Bug Lake Road and Eagle Circle from Seminole County Medium Density Residential <br />(MDR) and City of Casselberry Low Density Residential (LDR) to City of Casselberry Medium Density <br />Residential (MDR). Site plans have not yet been submitted but the 11 properties will ultimately be <br />aggregated and converted from vacant land into a residential development. <br />Notification was provided to the surrounding property owners and written notice was provided on the <br />properties under consideration. Per Florida Statutes this is a large scale future land use map amendment <br />and therefore the public hearing was advertised on March 15, 2018 prior to first reading at the March 26, <br />2018 City Commission meeting. If approved on first reading, staff will transmit the future land use map <br />amendment to the Department of Economic Opportunity (DEO) within 10 days of approval and once <br />reviewed by the DEO and other state agencies, a public hearing and second reading will be scheduled for <br />May 14, 2018. <br />This future land use map amendment is consistent with the City's Comprehensive Plan, compatible with <br />the surrounding mix of land uses and zoning districts, and City services are available at the subject <br />properties and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended approval of Ordinance 18- <br />1479 on first reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1479. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1479. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1479. <br />MOTION: Commissioner Solomon moved to approve Ordinance 18-1479 on first <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />
