CASSELBERRY CITY COMMISSION <br />Minutes of March 26, 2018 — Regular Meeting <br />Page 6 of 12 <br />FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND DEVELOPMENT <br />REGULATIONS; PROVIDING THAT EFFECTIVE IN ACCORDANCE WITH LAW THE <br />PROPERTY TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD <br />VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE <br />ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF STATE OF THE <br />STATE OF FLORIDA; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 18-1478 <br />was advertised for two consecutive weeks in the Orlando Sentinel on Thursday, March 15, 2018 and <br />Thursday, March 22, 2018. <br />Staff Presentation: Planner Dean Fathelbab gave a brief overview of Ordinance 18-1478, explaining that <br />the ordinance provided for voluntary annexation of ten (10) parcels of land located along Red Bug Lake <br />Road just south of the lighted intersection of Eagle Circle, comprised of approximately 27.3 acres. He <br />advised that there had been no changes to Ordinance 18-1478 since its approval on first reading at the <br />February 26, 2018 regular City Commission meeting. The parcels proposed for annexation are contiguous <br />to the municipal boundary of Casselberry, are well defined and are a compact area, are not included within <br />the boundary of any other municipality, and do not create an enclave. <br />In response to questions from the City Commission Mr. Fathelbab advised that no formal site plan had yet <br />been prepared for these parcels so it was too early to determine whether the City would be seeking to obtain <br />any park acreage from this annexation. Mr. Newlon added that the City was looking to work with Seminole <br />County for possible acquisition of an adjacent parcel owned by the County, but that was separate from this <br />item. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Chief Planner recommended adoption of Ordinance 18- <br />1478. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1478. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1478. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1478, <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 18-1478 on second and <br />final reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />B.
