CASSELBERRY CITY COMMISSION <br />Minutes of November 20, 2017 — Special Meeting <br />Page 9 of 14 <br />and update the Capital Improvement Element of the Comprehensive Plan on an annual basis in line with <br />Florida Statute 163.3177(3)5b. It is the City of Casselberry's objective to take specific action during the <br />planning period to correct deficiencies in order to meet public facility needs, to accommodate desired future <br />growth, and to replace obsolete or worn-out facilities. The CIP must be adopted through an ordinance that <br />is advertised as a public hearing and it must be in line with Florida Statute 166.042(2)(a). The Planning <br />and Zoning Commission reviewed the CIP on October 11, 2017 and the Commissioners, serving as the <br />Local Planning Agency (LPA) unanimously recommended approval of this action to the City Commission. <br />A public hearing notice was advertised in the Orlando Sentinel on November 9, 2017 prior to the November <br />20th City Commission meeting, and if approved on first reading today a public hearing notice for Ordinance <br />17-1473 will be advertised in the Orlando Sentinel on November 30, 2017 for the December 11, 2017 City <br />Commission meeting. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 17-1473. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 17-1473. Mayor Glancy closed the public hearing relative to Ordinance <br />17-1473. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 17-1473 on first reading. <br />MOTION: Commissioner Solomon moved to approve Ordinance 17-1473 on first <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Ms. Karen Nolen, 265 Secret Way, shared a letter from her neighbor Donna Syracuse, 213 <br />Secret Way, telling about her recent experience with an attack by an aggressive dog which <br />resulted in the death of Reese, one of her small dogs, and expressing concerns about the <br />lack of regulation by Seminole County Animal Control Services for dangerous animals in <br />the City of Casselberry and other residential areas. Ms. Nolen added her concerns to those <br />expressed in Ms. Syracuse's letter, urging the City of Casselberry to pursue stricter <br />legislation. <br />
