CASSELBERRY CITY COMMISSION <br />Minutes of November 20, 2017 — Special Meeting <br />Page 8 of 14 <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 17-1472. Mayor Glancy opened the floor for public participation. The <br />following individual came forward: <br />1. Ms. Pam Meharg, Conservation Chair for Seminole Audubon Society, P O Box 2977, <br />Sanford, expressed appreciation to the City Commission for considering Ordinance 17- <br />1472, stating that fertilizer runoff was a significant source of pollution in the waterways <br />and it was a very expensive undertaking to clean up the waterways once they had been <br />polluted. She stated that Seminole Audubon Society was strongly in support of adoption <br />of this particular ordinance. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 17-1472. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended adoption of Ordinance <br />17-1472 on second reading. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 17-1472 on second and <br />final reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5-0. <br />B. First Reading of Ordinance 17-1473 — Adoption of 2018-2022 Five-year Capital <br />Improvement Program as Part of the City's Comprehensive Plan (LPA 17-13) <br />City Clerk read Ordinance 17-1473 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR <br />CAPITAL IMPROVEMENT SCHEDULE 2018 — 2022 AS PART OF THE CITY'S <br />COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER <br />163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 17-1473 <br />was advertised in the Orlando Sentinel on Thursday, November 9, 2017. <br />Staff Presentation: Planner Dean Fathelbab gave a brief overview of Ordinance 17-1473 which included <br />the following information: <br />The City's Five Year Capital Improvement Program (CIP) is required to be adopted by ordinance annually <br />into the Comprehensive Plan. This process is not considered an amendment to the Comprehensive Plan as <br />the Five Year Capital Improvements Program is an integral part of the 2017-18 Budget. The Capital <br />Improvement Element of the Comprehensive Plan sets out the location and timing of capital projects to <br />achieve and maintain adopted level of service standards for public facilities that are necessary to implement <br />the Comprehensive Plan. These projects are provided in the Five -Year Capital Improvement Program <br />which includes a Capital Improvement Schedule. The City is required by the State to review this program <br />
