CASSELBERRY CITY COMMISSION <br />Minutes of December 11, 2017 — Regular Meeting <br />Page 13 of 15 <br />as Vice Mayor in the coming year. <br />Extended kudos to those who had worked to make the Employee Holiday Party a great success. <br />Requested that Ms. Gardner refresh everyone's memory on the process for board appointments. <br />Ms. Gardner explained that the policy had been in place since 2006 and any City resident who <br />was interested in serving could complete an application and all completed applications would <br />be considered for vacancies on the City's volunteer boards, including the Planning and Zoning <br />Commission, the Parks and Recreation Advisory Board and the Lakes Management Advisory <br />Board. She noted that the Planning and Zoning Commission was the only board which has an <br />alternate, and reminded everyone that the policy calls for the Commission to consider filling <br />any vacancy with the alternate first. She advised that any appointments or reappointments to <br />the Police Officers' and Firefighters' Pension Plan Board would be considered by the City <br />Commission at the end of the calendar year as those terms were through November 30th <br />Discussion: A brief discussion ensued, after which the City Commission directed Ms. Gardner to extend <br />an invitation to each of the board applicants, including both new applicants and current board members up <br />for re -appointment, to attend the City Commission meeting at which appointments would be made to give <br />them an opportunity to speak to the Commission if they so desired. This would be for the purpose of <br />introducing themselves and expressing their reasons for wishing to serve on a board. It would also give the <br />Commissioners an opportunity to meet the applicants face to face and each applicant would be given up to <br />three minutes to speak if they wished, but it would not be a requirement for appointment. <br />Commissioner Sandra Solomon - Seat No. 3: <br />• Thanked all staff members who had worked to make all the holiday events so successful. <br />• Wished everyone Happy Hanukkah, Merry Christmas, Happy New Year and Shabbat Shalom, <br />and expressed hope for every good thing for everyone's family and the City in the coming year. <br />Commissioner Bill Hufford — Seat No. 4: <br />Expressed appreciation to staff for all of the beautiful decorations in Lake Concord Park and <br />all the work done on the events. <br />Inquired about whether holiday banners would be put up and was advised by Public Works <br />Director Mark Gisclar that they would not be, as the old ones were too worn and the new ones <br />had not yet been delivered. <br />Expressed concerns that he and his wife had heard gunshots and had called 9-1-1 and had an <br />officer come by who had explained this was the duck hunter who had been the subject of some <br />earlier Commission discussions. Mr. Newlon advised that City Attorney Reischmann had been <br />asked to work with the Police Department to re -check all the procedures which had been <br />followed to research the issue with the Florida Fish and Wildlife Commission. Captain Brenda <br />Brandenberger shared some additional information she had concerning what was and was not <br />permitted under state and federal laws regarding duck hunting. She advised that the gentleman <br />in question was very much aware of what was permitted and had followed all the proper <br />procedures and was very cautious, but he definitely was allowed under the law to hunt on the <br />City's lakes. She further advised, however, that officers would still continue to investigate any <br />reports of gunshots, and in the case of a hunter they would go over the guidelines they had been <br />
