CASSELBERRY CITY COMMISSION <br />Minutes of July 24, 2017 — Regular Meeting <br />Page 8 of 21 <br />extension in January of 2017; a conditional use was approved to operate the facility in December 2015, with an <br />extension in December of 2016; and the City's surveyor, the City Attorney and the engineer had reviewed and <br />approved the plat. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 17-2969, the Breezeway at Lake Marie Replat (SP 17-01). <br />Audience Participation: No one came forward to address Resolution 17-2969. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 17-2969, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5-0. <br />B. Resolution 17-2970 — Parks Recreation Pathways and Open Spaces Master Plan <br />The City Clerk read Resolution 17-2970 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ACCEPTING THE PARKS, RECREATION, PATHWAYS AND OPEN SPACES MASTER PLAN BY <br />TOA DESIGN GROUP, LLC; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE." <br />Staff Presentation: Recreation Manager Linda Moore gave a brief overview of Resolution 17-2970 and <br />introduced Ginger Corless of Tindale Oliver who then gave a presentation on the City of Casselberry Parks, <br />Recreation, Pathways, and Open Spaces Master Plan prepared for the City by her firm. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended accepting the Parks, <br />Recreation, Pathways and Open Spaces Master Plan by TOA Design Group, LLC as a working document to <br />guide the City in future park development and land acquisition. <br />Audience Participation: The following individuals came forward to address Resolution 17-2970: <br />Mr. Larry Littrell, 124 North Lost Lake Lane, spoke in support of developing a skate park <br />within the City of Casselberry and suggested a committee should be appointed immediately <br />upon acceptance of the Parks Master Plan to look into possible locations and funding options <br />for a skate park. <br />Mr. Neil Landgrebe, 451 Lilac Road, also spoke in support of a skate park in the City of <br />Casselberry, noting that he felt a skate park it would meet the criteria for the healthy element <br />included in the Comprehensive Plan and would show the City is listening to its citizens. <br />Mr. Alejandro Musso, Orange County resident, also spoke in support of developing a skate <br />park in the City of Casselberry. <br />
