CASSELBERRY CITY COMMISSION <br />Minutes of November 15, 2017 — Joint workshop <br />Page 5 of 7 <br />QUESTION: What are your thoughts on acquiring additional park lands, either by actual land acquisition, re- <br />development of existing City -owned sites or joint use agreements with local schools? <br />Discussion: Discussion ensued regarding future growth and the need for additional park land, including the <br />fact that the City is basically built -out; how to find options for park space, including land acquisition; <br />consideration of the 10 -acre NE Industrial Park which is currently for sale and is located in a park -deficient <br />area, including length of time for sale, offers which have been considered, desirability of location; surrounding <br />zoning and possibility of re -zoning the industrial park location and/or surrounding areas; expansion of existing <br />parks to increase acreage; and the possibility of shared use with local schools. <br />Mr. Newlon and Ms. Corless presented information on options for funding future service enhancements, as <br />follows, stressing the importance of the City's responsibility to properly administer City resources: <br />® Opportunities to Fund Future Service Enhancements <br />o Funding Service Enhancements <br />• To implement the Master Plan, the City needs to determine how to fund <br />improvements. <br />® General Revenues. Based on what we see, significant recurring <br />funding to commit to service enhancements will not emerge for <br />some time <br />CRA sunsets in FY 2026. Estimated recurring annual <br />funding $460,000 <br />Payoff of bond issued for Road Repaving in FY 2028. <br />Estimated annual recurring fiinding $565,000 <br />® Work with CRA for their continued support of Lake Concord Park <br />Use dedicated funding for intended land acquisition and <br />parking. <br />® Continue to work with the County and MetroPlan Orlando in <br />implementing the Trail system <br />The infrastructure surtax (penny sales tax) has been <br />authorized by voters three times (generations) in 10 year <br />blocks <br />The third generation is fully committed and expires <br />December 1, 2024 <br />A fourth generation may be proposed and, if approved, by <br />voters effective January 1, 2025 <br />A fourth generation may raise as much as $17,000,000 that <br />could partially fund trail connectivity <br />Note: most if not all will be needed for continuing road <br />maintenance <br />• To implement the Master Plan, the City needs to determine how to fiord <br />improvements. <br />® Work with the County to implement regional recreation facilities <br />Red Bug lake Park, others <br />® Continue to seek alternative funding, such as grants, donations, <br />sponsorships, recreation impact fees (not guaranteed) <br />
