CASSELBERRY CITY COMMISSION <br />Minutes of November 15, 2017 — Joint workshop <br />Page 6 of 7 <br />Grants when available match City contribution <br />Impact fees are derived from new residential construction <br />in a City largely built -out <br />® Increase property taxes and/or assessments <br />City Commission can raise millage through a majority vote <br />Recurring funding could be reversed by a future Commission <br />® Package the priority projects and go out for a Bond <br />Determine the amount to be borrowed for Park <br />Enhancements and length of time to repay <br />Ask voters to authorize this through a referendum <br />If authorized, debt will be issued and millage established to <br />make the loan payment <br />Millage would start high but diminish as future values rise <br />QUESTION: What are your thoughts about funding options for future parks and recreation service <br />enhancements? <br />Discussion: Discussion ensued regarding options for funding of future parks and recreation service <br />enhancements, including the City's current and past millage rates and property values; reservations about <br />increasing taxes; bond issuance process including designation of specific projects to be funded; timing of <br />potential bond issue and referendum ballot; unfunded needs set forth in the Parks, Recreation Pathways and <br />Open Spaces Master Plan and the Multimodal Transportation Master Plan and requested guidance from staff as <br />to prioritization; maj or complete street proj ect recently funded through MetroPlan and placed on the schedule <br />for design and construction over the next five years; and City recreation amenity fees, the difference charged <br />for residents vs. non-residents, and how often fees have been increased. <br />Ms. Corless commended staff for the work they had conducted subsequent to acceptance of the Master Plan, <br />and concluded by summarizing and then posing the following four key questions for review and <br />recommendations by the Parks & Recreation Advisory Board to be submitted to the Commission for <br />consideration at a future City Commission meeting, most likely in January 2018. <br />® Policy Recommendations for the City Commission <br />o PRAB (Parks & Recreation Advisory Board) — Please consider the following <br />questions and refer your recommendations to the City Commission: <br />I . Should the City preserve the "Industrial Park" properties for future park space? <br />2. Should the City make it a priority to acquire additional park land when it becomes available, <br />affordable and feasible? <br />3. Should the City first complete site master plans for existing parks before pursuing major <br />enhancements? <br />4. Should the City pursue a bond referendum to fund the "Service Enhancements?" <br />Discussion: A brief discussion ensued about the four questions proposed for review by and recommendations <br />from the Parks and Recreation Advisory Board, including Commission responsibility; prioritization of projects, <br />timeframe for upgrade projects which would not need to be included in any bond issue funding; and <br />
