CASSELBERRY CITY COMMISSION <br />Minutes of November 15, 2017 — Joint workshop <br />Page 4 of 7 <br />whether or not to add the $200,000 additional funding was one that would be posed to the Board for review <br />and recommendation to the Commission, and if approved, staff would keep the Commission, the Board and the <br />public apprised of what improvements were being made with those additional funds. <br />Site Specific Master Plans <br />o Upgrade What We Have <br />® After much discussion, staff believes we should start by developing new <br />master plans or site plans for the following parks: <br />® Lake Concord Park — need master plan that includes additional <br />properties and expansion of the boardwalk <br />® Secret Lake Park — redesign ballfield as a multipurpose field. <br />Improve the parking lot. <br />a Dew Drop Park — master plan to address access, upgraded facilities, <br />security, etc. <br />® Forest Brook Park — master plan as a neighborhood park; could also <br />support Kewanee Trail extension <br />® Wirz Park — park needs to be renovated to provide adequate <br />community facilities <br />QUESTION: What are your thoughts on creating Site Specific Master Plans? <br />Discussion: Discussion ensued regarding staff's recommendations as to the development of site specific <br />master plans for individual parks, including type of facilities which would be proposed; development and <br />redevelopment options; possible alternate and expanded uses for the park- facilities; inclusion of the dog park <br />in the proposed upgrades and improvements; reasoning behind the selection of the initial five parks needing <br />master plans by staff; need to review other parks for determination of whether a master plan would actually be <br />needed or not; identification of improvement needs; difference between master plan and site plan; redesigning <br />existing ballfields to regulation standards; utilizing outside data which shows recreation trends to assist in <br />making decisions about park use and redevelopment; trails system and connectivity with Seminole and Orange <br />counties; Seminole County Parks Master Plan currently under development; and importance of performance <br />benchmarks for the future and National Recreation and Park Association recommended standards. <br />Future Growth and the Need for Additional Park Land <br />o We Need Future Park Land <br />Guiding Principle 2: Meet the demand for our future growth in a way that <br />brings people together — we need to add 80 acres by 2040 <br />® Move forward with land acquisitions for Lake Concord Park <br />a Reevaluate existing City owned properties such as the 10 -acre site <br />known as the NE Industrial Park to determine if it could be <br />redeveloped into a park site <br />® Continue conversations with local schools for joint use <br />® Identify other potential sites for acquisition now, for the costs of <br />buying land will only go up <br />
