CASSELBERRY CITY COMMISSION <br />Minutes of February 12, 2018 — Regular Meeting <br />Page 9 of 12 <br />3, PARKS AND RECREATION ADVISORY BOARD, SECTION 2-167, MEMBERSHIP; TERM <br />OF OFFICE; APPOINTMENT AND REMOVAL OF MEMBERS, TO EXPAND THE REGULAR <br />MEMBERSHIP OF THE PARKS AND RECREATION ADVISORY BOARD TO SEVEN <br />MEMBERS, PROVIDE FOR AN ALTERNATE MEMBER AND TO CHANGE THE <br />COMMENCEMENT DATE OF TERMS FOR ALL MEMBERS; AMENDING SECTION 2-168, <br />MEETINGS; OFFICERS; QUORUM, TO CHANGE THE REFERENCE OF THE PARKS AND <br />RECREATION DIRECTOR TO RECREATION MANAGER; AMENDING SECTION 2-169, <br />POWERS, DUTIES, AND RESPONSIBILITIES; ASSISTANCE OF CITY EMPLOYEES, TO <br />CHANGE THE REFERENCE OF THE PARKS AND RECREATION DEPARTMENT TO <br />PUBLIC WORKS DEPARTMENT; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon reminded the Commissioners that Ordinance 18-1475 <br />was a result of City Commission direction at the January 22, 2018 meeting to increase the membership of <br />the Parks and Recreation Advisory Board from five to seven and to add an alternate member. <br />Discussion: Discussion ensued, including: advantages and disadvantages of increasing the membership, <br />including possible quorum issues; abundance of current interested candidates; and future membership <br />recruitment outlook. City Attorney Reischmann suggested that if the Commission desired that the <br />membership remain at five with the addition of an alternate member, first reading of Ordinance 18-1475 <br />could still move forward, with the amendment to the number of members being noted within the motion. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the City Clerk recommended approval of Ordinance 18-1475 <br />on first reading. <br />Audience Participation: No one came forward to address Ordinance 18-1475. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 18-1475 on first <br />reading, as amended to delete any reference to expansion of the board <br />membership to seven members. Motion was seconded by Commissioner <br />Solomon. Motion carried by voice vote 4-0, Vice Mayor Meadows dissenting. <br />C. Ordinance 18-1476 — Amending Chapter 46 Floods of City Code of Ordinances <br />The City Clerk read Ordinance 18-1476 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 46, <br />FLOODS OF PART II, CODE OF ORDINANCES OF THE CITY OF CASSELBERRY; TO <br />CONFORM TO STATE AND NATIONAL REQUIREMENTS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave a brief overview of <br />Ordinance 18-1476, explaining that in order for the City to participate in the National Flood Insurance <br />
